Further work is needed, and on\u00a0this path\u00a0Moldova can count on the European Union, on our common work, for the sake of our citizens.\u00a0<\/em>(Federica Mogherini)<\/p>\n<p>The EU Commission welcomes the political stability achieved in 2016 and qualifies it as favorable for further reforms and efforts in undertaking important actions in the Transnistrian conflict settlement and the investigation of the banking frauds from 2014.<\/p>\n<p>The following recommendations can be found:<\/p>\n<p>-the adoption of a new Audiovisual Code for\u00a0demonopolizing media ownership;<\/p>\n<p>-the implementation of the Public Administration Reform Strategy to improve public services;<\/p>\n<p>-further progress with the Public Procurement Law and debt management;<\/p>\n<p>-adoption of laws against bias-motivated violence;<\/p>\n<p>-ensuring guardianship reform for people with disabilities;<\/p>\n<p>-enhancing transparency and impartiality in the selection of judges and prosecutors, their independence in the cases, but especially their integrity, in accordance with meritocracy;<\/p>\n<p>-amending anti-corruption legislation with the consultation of the civil society;<\/p>\n<p>-adoption of comprehensive framework \u00a0against money laundering;<\/p>\n<p>-addition of legislation on market surveillance and product safety;<\/p>\n<p>-combating tobacco smuggling;<\/p>\n<p>-joining the Convention on common transit procedure;<\/p>\n<p>-modernization of legislation in the services domain (demonopolizing the postal system);<\/p>\n<p>-improving regulation of insurance and banking sector- governance, shareholder transparency, financial shape are still the main issues;<\/p>\n<p>-address obstacles to competition;<\/p>\n<p>&#8211;<strong>investigating the banking frauds and bringing those responsible to justice;<\/strong><\/p>\n<p>-strengthening the market structures and competition;<\/p>\n<p>-improving the quality of rural communities through and sustainable development of the latter (infrastructure);<\/p>\n<p>-formation and implementation of territorial-administrative reforms;<\/p>\n<p>-adoption of reforms on the energy market in order to diversify the source.<\/p>\n<p>Both Commissioner Hahn and High Representative Mogherini emphasized on pushing forward reforms, despite positive results in implementing the Association Agreement and the provisions of DCFTA.<\/p>\n<p><em>&#8220;Since the EU-Moldova Association Agreement was signed, the EU has consolidated its position as Moldova&#8217;s main trading partner and the EU&#8217;s assistance is aiming to create jobs and improve living conditions in the country. Additional opportunities have been created for Moldovan citizens and businesses through our partnership. In particular, Moldovan citizens enjoy short-stay travel to the <a href=\"https:\/\/visaguide.world\/europe\/schengen-visa\/schengen-area-countries-list\/\">Schengen<\/a> area without the need for a visa, and they have been participating in great numbers in European Union programmes such as Erasmus+.
