{"id":443593,"date":"2017-03-13T00:10:46","date_gmt":"2017-03-13T00:10:46","guid":{"rendered":"http:\/\/www.moldova.org\/en\/?p=443593"},"modified":"2017-03-13T00:10:46","modified_gmt":"2017-03-13T00:10:46","slug":"moldova-weekly-news-digest-12-march-2017","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/moldova-weekly-news-digest-12-march-2017\/","title":{"rendered":"Moldova Weekly News Digest, 12 March 2017"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 5<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p>-On March 6th 2017, the President of the Democratic Party of Moldova (PDM), Vlad Plahotniuc, <a href=\"http:\/\/www.moldova.org\/en\/democratic-party-proposes-uninominal-voting-system-moldova-opposition-liberals-oppose\/\" target=\"_blank\">announced<\/a> that his party would propose a new electoral system for the Parliament- the uninominal voting system.<\/p>\n<p>The\u00a0<em>grey eminence\u00a0<\/em>of the Moldovan politics says that the voters will be be able to elect a deputy from their circumscriptions (another question of debate).\u00a0The Democrat leader added some new electoral tools: the Diaspora will\u00a0have its own representatives, voters in certain circumscriptions will have the right to dismiss their deputies.<\/p>\n<p>The initiative of the Democrats was not met well by most of the political forces of Moldova.<\/p>\n<p>-18 NGOs ask Moldova Parliament to organize debates on electoral code amendments, not the electoral system reform.<\/p>\n<p>On March 7th 2017, a group of 18 NGOs publicly presented <a href=\"http:\/\/www.moldova.org\/en\/18-ngos-ask-moldova-parliament-organize-debates-electoral-code-amendments-not-electoral-system-reform\/\" target=\"_blank\">their call to the Parliament of Moldova<\/a> asking to organize a public working group responsible of developing the new amendments to the Electoral Code ahead of the 2018 elections.<\/p>\n<p>The call was actually signed on February 2nd, but presented to the public now, after several discussions regarding the electoral system, such as <a href=\"http:\/\/www.moldova.org\/en\/democratic-party-proposes-uninominal-voting-system-moldova-opposition-liberals-oppose\/\" target=\"_blank\">Vlad Plahotniuc\u2019s proposal to introduce single member constituency system for the Parliamentary elections of Moldova<\/a>.<\/p>\n<p>In this regard, the signatory NGOs warn that they would be willing to contribute to the amendments only if the working group will not discuss the modification of the entire electoral system, as suggested by the Democrats. Instead, they indicate that the change of the electoral system can be done only after the 2018 elections ahead of the 2022 ordinary elections. Otherwise, the organizations reserve their right to\u00a0boycott the working group meetings.<\/p>\n<p>-A new political party <a href=\"http:\/\/www.moldova.org\/en\/new-political-party-moldova-will-people-vointa-poporului\/\" target=\"_blank\">was launched<\/a> in Moldova: Voin\u021ba poporului or \u201cWill of the people\u201d in English. The launch was announced on March 9th 2017 during a press-conference.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-73-696x339-696x339.jpg\" \/><\/p>\n<p>\u201cWill of the people\u201d positions itself as a centrist party, with a neo-conservatory ideology. According to the leader Nicolae G\u00eerbu, the party emerged from the need of a real alternative to the existent political parties with emphasis on <em>\u201creal internal democracy\u201d<\/em>. G\u00eerbu stressed that the national unity of ethnic groups and geopolitical visions will be a priority of the party.<\/p>\n<p>-14 former Communist deputies, members of the unofficial Social-Democrat Platform, <a href=\"http:\/\/www.moldova.org\/en\/14-ex-communist-mps-joined-democratic-party-caucus-moldova-parliament\/\" target=\"_blank\">joined<\/a> the Democratic Party (PDM) caucus in the Parliament of Moldova. The announcement was made on March 10th by the Democrat caucus head Marian Lupu and the leader of the so-called\u00a0<em>turncoats\u00a0<\/em>Violeta Ivanov.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/1010810455-696x391.jpg\" \/><\/p>\n<p><em>\u201cStarting from today, PDM has 34 deputies, becoming the biggest caucus in the Parliament\u201d<\/em>, declared Lupu.<\/p>\n<p>-Moldova Parliament <a href=\"http:\/\/www.moldova.org\/en\/moldova-parliament-rejects-dodons-draft-law-cancelling-payment-stolen-billion\/\" target=\"_blank\">rejected<\/a> Dodon\u2019s draft law on cancelling the \u201cpayment of the stolen billion\u201d.<\/p>\n<p>On March 10th, the majority of the Parliament of Moldova rejected the d<a href=\"http:\/\/www.moldova.org\/en\/igor-dodon-initiates-draft-law-cancel-payment-135-billion-lei-national-bank\/\" target=\"_blank\">raft law of President Igor Dodon<\/a> regarding the cancelling of the\u00a0payment of 13,5 billion lei to the National Bank for the \u201cstolen billion\u201d, or as Dodon calls it, <em>\u201cthe cancelling of the law that puts the reimbursement of the stolen billions from the banking sector on the shoulders of citizens\u201d<\/em>.<\/p>\n<p>Dodon\u2019s initiative was voted only by 31 MPs\u00a0out of 101, making his Socialists leave the Parliament session as sign of protest.<\/p>\n<p>-On March 10th, the President of Moldova, Igor Dodon, signed the decree on the formation of the new Supreme Security Council. The press-release of the Presidency stresses out that the Council does not contain any representatives of the political parties as previously. Here are the <a href=\"http:\/\/www.moldova.org\/en\/president-dodon-signs-decree-form-new-supreme-security-council\/\" target=\"_blank\">members of the Council<\/a>.<\/p>\n<p>-Authorities from Chi\u0219in\u0103u <a href=\"http:\/\/www.moldova.org\/en\/chisinau-notifies-russia-abusive-treatment-moldovan-officials-lack-cooperation-russian-laundromat-case\/\" target=\"_blank\">notifies<\/a> Russia about abusive treatment of Moldovan officials, lack of cooperation in \u201cRussian Laundromat\u201d case.<\/p>\n<p>The note reports a series of abuses committed by Russian border authorities towards officials from Moldova\u2019s Parliament, Government, special services and parties of the governing coalition.\u00a0The Moldovan officials are complaining about the abusive attempts of one Russian state institution to introduce international arrest warrants for several Moldovan politicians using\u00a0<em>fake\u00a0<\/em>information or\u00a0<em>distorted\u00a0<\/em>data, but which were rejected.<\/p>\n<p>Special \u201ctreatment\u201d was also given to Moldovan prosecutors investigating the money laundering of\u00a0(already?) 22 billion US dollars originating from Russia and transferred through Moldindconbank- \u201cRussian Laundromat\u201d.<\/p>\n<p>The Moldovan authorities are concerned about the lack of cooperation from law enforcement institutions of Russia in the investigation committees of the \u201cRussian Laundromat\u201d case, thus violating several bilateral and international agreements.<\/p>\n<p>-Moldova <a href=\"http:\/\/www.moldova.org\/en\/moldova-concerned-presence-russian-military-attache-1992-war-commemoration-transnistria\/\" target=\"_blank\">is concerned<\/a> about the presence of Russian military attach\u00e9 at 1992 war commemoration in Transnistria.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/military-attache-Russia-696x392.jpg\" \/><\/p>\n<p>On March 7th, the Defense Ministry of Moldova issued a statement expressing concern and dismay regarding the participation of the military attach\u00e9 of the Russian Federation, colonel Igor Dovbnya, on <a href=\"http:\/\/www.moldova.org\/en\/separatist-transnistrian-authorities-commemorated-day-start-moldovan-aggression\/\" target=\"_blank\">March 2nd 2017, at the ceremony organized by the separatist authorities from Tiraspol<\/a> on the <em>\u201cDay of the beginning of the large-scale aggression of Moldova against the Pridnestrovian Moldovan Republic\u201d<\/em> (<em>\u0414\u0435\u043d\u044c \u043d\u0430\u0447\u0430\u043b\u0430 \u043e\u0442\u0440\u0430\u0436\u0435\u043d\u0438\u044f \u0448\u0438\u0440\u043e\u043a\u043e\u043c\u0430\u0441\u0448\u0442\u0430\u0431\u043d\u043e\u0439 \u0430\u0433\u0440\u0435\u0441\u0441\u0438\u0438 \u041c\u043e\u043b\u0434\u043e\u0432\u044b \u043f\u0440\u043e\u0442\u0438\u0432 \u041f\u0440\u0438\u0434\u043d\u0435\u0441\u0442\u0440\u043e\u0432\u044c\u044f<\/em>\u2013 Russian).<\/p>\n<p>In this context, the Ministry communicates that it took note of this situation and reserved\u00a0<em>the right to undertake the necessary measures<\/em> without specifying what kind of measures.<\/p>\n<p>-On March 9th, the Joint Control Commission <a href=\"http:\/\/www.moldova.org\/en\/joint-control-commission-took-monitoring-tour-peace-keeping-points-moldova-transnistria-buffer-zone\/\" target=\"_blank\">took\u00a0a monitoring tour<\/a> of the peace-keeping checkpoints in the southern part of the buffer zone between the constitutional authorities\u2019 territory and that controlled by Transnistrian separatists.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/1_96-696x392.jpg\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/novostipmr.com\/sites\/default\/files\/filefield_paths\/5_35.jpg\" \/><\/p>\n<p>The Joint Control Commission, consisting of Moldovan, Transnistrian and Russian representatives, examined the condition of the checkpoints and the readiness of the peace-keepers. The joint visit is one of the first in the last three years.<\/p>\n<p>-Around 400 soldiers of the Russian Operative Group illegally stationing\u00a0in Moldova\u2019s breakaway region, Transnistria, conducted shooting exercises involving over 40 units of military machinery, <a href=\"http:\/\/www.moldova.org\/en\/400-russian-operative-troops-conducted-shooting-exercises-transnistria\/\" target=\"_blank\">reads<\/a> a press-release of the Western Military District of Russia from 10 March 2017.<\/p>\n<p>Accordingly, the Russian soldiers, part of \u041e\u0413\u0420\u0412 \u041f\u0420\u0420\u041c, had to shoot moving targets at considerable distances during daytime and nighttime. The exercises were the final part of the plan aimed at facilitating the cooperation between the military units of the Western Military District. Similar <a href=\"http:\/\/www.moldova.org\/en\/russian-regular-troops-held-contest-snipers-transnistria\/\" target=\"_blank\">exercises<\/a>\u00a0of the Russian troops\u00a0have taken place\u00a0<a href=\"http:\/\/www.moldova.org\/en\/russian-operative-troops-conducted-training-scout-soldiers-transnistria\/\" target=\"_blank\">more frequently<\/a>\u00a0in the last two months in Transnistria.<\/p>\n<p>-On March 7th 2017, the expert groups on education of the Republic of Moldova and the breakaway Transnistria <a href=\"http:\/\/www.moldova.org\/en\/expert-groups-moldova-transnistria-first-meeting-2017-focused-diploma-recognition-latin-script-schools\/\" target=\"_blank\">met<\/a> in the OSCE office in Tiraspol.<\/p>\n<p>According to the <a href=\"http:\/\/mid.gospmr.org\/ru\/yDz\" target=\"_blank\">press-release of the separatist foreign ministry<\/a>, the experts discussed technicalities\u00a0regarding the recognition of higher education diplomas issued in Transnistria. The parties reportedly talked about the functional problems of the Romanian language schools from Transnistria (latin script schools, <a href=\"http:\/\/www.osce.org\/moldova\/99058\" target=\"_blank\">OSCE report<\/a>).<\/p>\n<p>-Election of a deputy for Gagauzia People\u2019s Assembly <a href=\"http:\/\/www.moldova.org\/en\/election-deputy-gagauzia-peoples-assembly-fails-constituency-due-low-turnout\/\" target=\"_blank\">failed<\/a> in a constituency due to low turnout.<\/p>\n<p>On March 5th, the voters from the 1st voting district (Comrat) of Gagauzia had to vote their deputy to People\u2019s Assembly, the legislative authority of the autonomy. The voting was declared invalid due to the low turnout- 32,1% compared to the minimal required 33,3%- only 71 votes were lacking for the validation of the election.<\/p>\n<p>According to gagauzinfo.md, out of the 1861 people who participated at the voting, 1678 voted for the only candidate Vitaly Dragoy, while 183 ballots were declared invalid. Head of the local NGO \u201cPiligrim-Demo\u201d, Mihail Sirkeli, thinks that the voters protested against the useless choice by making the ballots invalid. The joint visit is one of the first in the last three years.<\/p>\n<p>-Around 400 soldiers of the Russian Operative Group illegally stationing\u00a0in Moldova\u2019s breakaway region, Transnistria, conducted shooting exercises involving over 40 units of military machinery, <a href=\"http:\/\/www.moldova.org\/en\/400-russian-operative-troops-conducted-shooting-exercises-transnistria\/\" target=\"_blank\">reads<\/a> a press-release of the Western Military District of Russia from 10 March 2017.<\/p>\n<p>Accordingly, the Russian soldiers, part of \u041e\u0413\u0420\u0412 \u041f\u0420\u0420\u041c, had to shoot moving targets at considerable distances during daytime and nighttime. The exercises were the final part of the plan aimed at facilitating the cooperation between the military units of the Western Military District. Similar <a href=\"http:\/\/www.moldova.org\/en\/russian-regular-troops-held-contest-snipers-transnistria\/\" target=\"_blank\">exercises<\/a>\u00a0of the Russian troops\u00a0have taken place\u00a0<a href=\"http:\/\/www.moldova.org\/en\/russian-operative-troops-conducted-training-scout-soldiers-transnistria\/\" target=\"_blank\">more frequently<\/a>\u00a0in the last two months in Transnistria.<\/p>\n<p>-On March 7th 2017, the expert groups on education of the Republic of Moldova and the breakaway Transnistria <a href=\"http:\/\/www.moldova.org\/en\/expert-groups-moldova-transnistria-first-meeting-2017-focused-diploma-recognition-latin-script-schools\/\" target=\"_blank\">met<\/a> in the OSCE office in Tiraspol.<\/p>\n<p>According to the <a href=\"http:\/\/mid.gospmr.org\/ru\/yDz\" target=\"_blank\">press-release of the separatist foreign ministry<\/a>, the experts discussed technicalities\u00a0regarding the recognition of higher education diplomas issued in Transnistria. The parties reportedly talked about the functional problems of the Romanian language schools from Transnistria (latin script schools, <a href=\"http:\/\/www.osce.org\/moldova\/99058\" target=\"_blank\">OSCE report<\/a>).<\/p>\n<p>-Election of a deputy for Gagauzia People\u2019s Assembly <a href=\"http:\/\/www.moldova.org\/en\/election-deputy-gagauzia-peoples-assembly-fails-constituency-due-low-turnout\/\" target=\"_blank\">failed<\/a> in a constituency due to low turnout.<\/p>\n<p>On March 5th, the voters from the 1st voting district (Comrat) of Gagauzia had to vote their deputy to People\u2019s Assembly, the legislative authority of the autonomy. The voting was declared invalid due to the low turnout- 32,1% compared to the minimal required 33,3%- only 71 votes were lacking for the validation of the election.<\/p>\n<p>According to gagauzinfo.md, out of the 1861 people who participated at the voting, 1678 voted for the only candidate Vitaly Dragoy, while 183 ballots were declared invalid. Head of the local NGO \u201cPiligrim-Demo\u201d, Mihail Sirkeli, thinks that the voters protested against the useless choice by making the ballots invalid.
