On March 10th, the majority of the Parliament of Moldova rejected the draft law of President Igor Dodon<\/a> regarding the cancelling of the\u00a0payment of 13,5 billion lei to the National Bank for the \u201cstolen billion\u201d, or as Dodon calls it, “the cancelling of the law that puts the reimbursement of the stolen billions from the banking sector on the shoulders of citizens”<\/em>.<\/p>\n

Dodon’s initiative was voted only by 31 MPs\u00a0out of 101, making his Socialists leave the Parliament session as sign of protest.<\/p>\n

According to speaker Andrian Candu, the arguments brought by Presidential adviser Maxim Lebedinschi in favor of Dodon’s draft law\u00a0did not convince the deputies<\/em>.<\/p>\n

In his turn, Dodon later\u00a0said in a Facebook post that he is not surprised by the rejection, stressing that the citizens should know the name\u00a0of every deputy who did not support this initiative<\/em>. Moreover,\u00a0the President warns that he would check another solution:\u00a0let the citizens express their will on this subject<\/em>, pointing to\u00a0a possible referendum. He stressed that the solution against the law on the payment of the billion\u00a0<\/em>should be found until November 2017, when the first payments will start.<\/p>\n

The controversial law, previously voted by the Government<\/a> and approved by ex-President Timofti<\/a>, includes a decision to transform the unpaid loans taken by Banca de Economii, Banca Social\u0103 and Unibank from the National Bank in 2014 into public debt. The payment of 13,5 billion lei would be made from the state budget during 25 years with a 5% interest rate, a sum which will obviously decrease the public expenditures in social and medical insurances system.<\/p>\n

The international financial institutions, such as the International Monetary Fund, the World Bank, but also the European Union, saw the law as a mean to \u201crestore\u201d trust of people in the banking system.
