On March 7th 2017, a group of 18 NGOs publicly presented their call to the Parliament of Moldova<\/a> asking to organize a public working group responsible of developing the new amendments to the Electoral Code ahead of the 2018 elections.<\/p>\n

The call was actually signed on February 2nd, but presented to the public now, after several discussions regarding the electoral system, such as Vlad Plahotniuc’s proposal to introduce single member constituency system for the Parliamentary elections of Moldova<\/a>.<\/p>\n

In this regard, the signatory NGOs warn that they would be willing to contribute to the amendments only if the working group will not discuss the modification of the entire electoral system, as suggested by the Democrats. Instead, they indicate that the change of the electoral system can be done only after the 2018 elections ahead of the 2022 ordinary elections. Otherwise, the organizations reserve their right to\u00a0boycott the working group meetings.<\/p>\n

The NGOs want other political actors, such as extra-Parliamentary parties, to participate in the debates:<\/p>\n

The signatory organisations welcome the Parliament\u2019s openness to establish a representative Working Group in charge of developing a draft law amending the Electoral Code and the related law. At the same time, we highlight that the Working Group\u2019s membership needs also to comprise representatives of extra-parliamentary political parties, especially those that participated in the last presidential election. In this regard, we reiterate the signatories\u2019 request to send the Parliament\u2019s invitation to extra-parliamentary political parties.<\/em><\/p>\n
