It was an occasion to commemorate those who fought and died in the armed conflict for defending the integrity and the independence of Moldova against the Russia-backed separatist forces.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2016\/03\/p-17.jpg\" \/><\/p>\n<p>On March 2, 1992, the first Moldovan President Mircea Snegur authorized the attack on the separatist groups from Transnistria who were backed by the former 14th Soviet Army, taken under the control of Russia at that moment. On the same date, Moldova was admitted in the United Nations. As Moldova didn\u2019t have armed forces at that time, the legal authorities used the police and volunteers to fight the Transnistrian Guard and cossacks residing in Dub\u0103sari, Bender and Tiraspol. Around\u00a029000 people participated in the armed conflict and some estimate that 287 died. The war ended on 21 July 1992, when Russian President Boris Yeltsin and Moldovan President Mircea Snegur signed the ceasefire, the so-called agreement on the peaceful settlement of the Transnistrian conflict.<\/p>\n<p>In 2017, the Transnistrian war, often referred as the war for defending the independence and territorial integrity of the Republic of Moldova, turns 25 years since the beginning. As mentioned in the draft law, the introduction of use of the Russian flag follows the\u00a0<em>perseverance\u00a0of the Pridnednestrovian Moldovan Republic in their way to reunion with the Russian Federation according to the people\u2019s will, expressed at the referendum of 17 September 2006.<\/em><\/p>\n<p>-The Operative Group of Russian troops illegally residing in the Transnistrian region of Moldova <a href=\"http:\/\/www.moldova.org\/en\/russian-operative-troops-conducted-training-scout-soldiers-transnistria\/\" target=\"_blank\">recently conducted exercises<\/a> involving the scout soldiers, reads a press-release of the Russian Western Military District.<\/p>\n<p>The scout soldiers were engaged in a simulation conducted in muddy and forest environments.<\/p>\n<p>-On March 4th, the consumer control authority of Russia, Rospotrebnadzor, <a href=\"http:\/\/www.moldova.org\/en\/rospotrebnadzor-5-moldovan-wineries-accepted-submit-samples-export-russia\/\" target=\"_blank\">announced<\/a> that five wineries from Moldova were accepted to submit wine samples in order to be admitted on the Russian market.<\/p>\n<p>After controls of Rospotrebnadzor and Moldovan authorities, \u201cCricova\u201d, \u201cChateau Vartely\u201d, \u201cCASTEL MIMI\u201d, \u201cLion-Gri\u201d and \u201c\u041c\u043e\u043b\u0434\u044e\u0433\u0432\u0438\u043d\u201d will be able to send samples for acceptance in the Russian market.<\/p>\n<p>-On March 1st, the President of Moldova, Igor Dodon, <a href=\"http:\/\/www.moldova.org\/en\/igor-dodon-russia-grant-amnesty-moldovan-migrant-workers\/\" target=\"_blank\">declared<\/a> that the migration authorities of the Russian Federation decided to apply an amnesty to all Moldovan citizens with travel bans. The decision reportedly follows the agreements made by Dodon and Russia President Vladimir Putin <a href=\"http:\/\/www.moldova.org\/en\/highlights-joint-press-conference-moldova-president-igor-dodon-russia-president-vladimir-putin\/\" target=\"_blank\">during the meeting in January in Moscow<\/a>.<\/p>\n<p>-On March 1st, the Government of Moldova <a href=\"http:\/\/www.moldova.org\/en\/moldovas-ambassador-russia-recalled-without-motivation\/\" target=\"_blank\">approved<\/a> a decision to recall the Ambassador Dumitru Braghi\u0219 from the Russian Federation.\u00a0The decision was not motivated in any way.<img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-11-696x921-227x300.jpg\" \/>-Just the very next day, President Dodon <a href=\"http:\/\/www.moldova.org\/en\/moldova-president-government-share-spheres-influence-dodon-appoints-socialist-andrei-neguta-new-ambassador-russia\/\" target=\"_blank\">proposed<\/a> to Prime-Minister Filip his foreign policy <img decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/AndreiNeguta-200x300.jpg\" \/>adviser and current Socialist deputy, Andrei Negu\u021b\u0103, for the position of Ambassador of Moldova to the Russian Federation.\u00a0The two officials talked about the recalling of 10 Ambassadors and the appointing of another 17.<\/p>\n<p>Seems like the Moldovan President Igor Dodon and the Government coalition led by the Democratic Party, opponents in public, started to cooperate in sharing spheres of influence and positions.<\/p>\n\n<p>-On March 3rd, the President Igor Dodon <a href=\"http:\/\/www.moldova.org\/en\/president-dodon-appoints-defense-adviser-artur-gumeniuc-approves-economic-council\/\" target=\"_blank\">appointed<\/a> Artur Gumeniuc to the position of Presidential adviser for defense and national security and Secretary of the Supreme Security Council of Moldova. During the rule of the Communist party between 2001 and 2009, Gumeniuc was the head of Security and Intelligence Service of Moldova, but also member of Service\u2019s College.<\/p>\n<p>On the same day, Dodon approved the list of participants in his Economic Council, fulfilled by his economic and agricultural advisers and a series\u00a0of representatives of the business sphere, experts and even the former Governor of Moldova\u2019s National Bank, Leonid Talmaci.<\/p>\n<p>-The President of the Democratic Party of Moldova, Vlad Plahotniuc, <a href=\"http:\/\/www.moldova.org\/en\/vlad-plahotniuc-elected-vice-president-socialist-international\/\" target=\"_blank\">was elected<\/a> as one of the 32 Vice-Presidents of the Socialist International at the 25th Congress which took place during 2-4 March in Cartagena, Columbia.<strong><br \/>\n<img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2016\/12\/15621713_10155664498237942_3639913909798096792_n-696x464.jpg\" \/><\/strong><\/p>\n<p>The Moldovan oligarch, known as the <em>grey eminence of the Moldovan politics<\/em>,\u00a0is thus joining an important\u00a0international political family.\u00a0Plahotniuc was not present at the Congress himself, but was represented by the honorary President of the Moldovan Democrats, Dumitru Diacov.<\/p>\n<p>The Democratic Party of Moldova is member of the Socialist International starting from 2012.<\/p>\n<p>-On March 3rd, the former Governor of the National Bank of Moldova, Leonid Talmaci, <a href=\"http:\/\/www.moldova.org\/en\/moldova-national-bank-ex-governor-leonid-talmaci-arrested-15-days-fraud-charges\/\" target=\"_blank\">was arrested<\/a> by the anti-corruption prosecutors.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-443554\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392.jpg\" alt=\"\" width=\"696\" height=\"392\" srcset=\"https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392.jpg 696w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392-300x169.jpg 300w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/>According to the arrest warrant obtained\u00a0by Deschide.md, Talmaci is accused of belonging to a group of persons who defrauded the National Bureau of Car Insurers of Moldova (BNAA) of goods and funds of at least 10 million lei sent to accounts opened at Moldova-Agroindbank and Moldindconbank. The Buiucani Court of Chi\u0219in\u0103u issued an warrant for 15 days of preventive arrest. The ex-Governor risks up to 15 years of imprisonment.<\/p>\n<p>-The draft laws on the so-called \u201ccapital liberalization\u201d and \u201cfiscal amnesty\u201d <a href=\"http:\/\/www.moldova.org\/en\/capital-liberalization-fiscal-amnesty-draft-laws-withdrawn-parliament-moldova\/\" target=\"_blank\">were withdrawn<\/a> from the Parliament by the majority, announced speaker Andrian Candu. The controversial draft laws were reportedly withdrawn because of the several deficiencies found after juridical and economic analyses conducted by local and international experts.<\/p>\n<p><em>\u201cSeveral deficiencies\u00a0were found. Taking them in account, we came to the conclusion of retreating the two drafts regarding the capital liberalization and the fiscal amnesty. Yesterday, together with colleagues from the Parliamentary majority, all who signed on the drafts and initiated them, five deputies, submitted a request of withdrawal\u201d,\u00a0<\/em>declared Candu.<\/p>\n<p>-The International Monetary Fund mission led by Ben Kelmanson <a href=\"http:\/\/www.moldova.org\/en\/imf-mission-reaches-staff-level-agreement-moldova-government-212-million-tranche\/\" target=\"_blank\">finished its visit to Moldova and reached a staff-level agreement<\/a> with the Government of Moldova on the First Review on the <a href=\"http:\/\/www.moldova.org\/en\/imf-executive-board-approves-178-7-million-finance-program-moldova\/\" target=\"_blank\">$178,7 million finance program<\/a>.<\/p>\n<p>-On March 3rd, Frontera Resources and the Moldovan Government <a href=\"http:\/\/www.moldova.org\/en\/frontera-resources-moldova-government-sign-joint-declaration-exploration-production-hydrocarbon-resources\/\" target=\"_blank\">signed<\/a> a joint declaration on the exploration, production and development of hydrocarbon resources in the southern Dobrogea Basin.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-443548\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491.jpg\" alt=\"\" width=\"1600\" height=\"1067\" srcset=\"https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491.jpg 1600w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-300x200.jpg 300w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-768x512.jpg 768w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-1024x683.jpg 1024w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-696x464.jpg 696w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-1068x712.jpg 1068w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/foto-_j0a3491-630x420.jpg 630w\" sizes=\"(max-width: 1600px) 100vw, 1600px\" \/>According to the press-release of the Moldovan Government, Frontera will initially invest some 6 million US dollars in the next 5 years and create around 300 jobs.<\/p>\n<p>-On March 1st, the Government of Moldova <a href=\"http:\/\/www.moldova.org\/en\/moldova-government-approves-7-joint-tax-residents-parks\/\" target=\"_blank\">approved a series<\/a> of amendments to the fiscal, social and medical insurance legislation in order to facilitate the implementation of the new Law on IT parks.<\/p>\n<p>According to the new law, the residents of the IT parks will need to pay only a 7% joint tax of their sales, which will include the corporate tax, the income tax, the local taxes, the tax on property and the tax on the use of roads by vehicles registered in Moldova.<\/p>\n<p>-The Government of Moldova <a href=\"http:\/\/www.moldova.org\/en\/moldova-government-allocate-e155-million-dam-reconstruction-comrat-gagauzia\/\" target=\"_blank\">will allocate<\/a> 15,5 million euros for the reconstruction of the dam on Ialpug river next to Comrat, the capital of Gagauzia autonomy.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/1488295013_ialpug_41_dron-696x391.jpg\" \/><\/p>\n<p>The money will be directed towards the reconstruction of the dam that crashed under the weight of the heavy flow of water resulted from the melting snow. The dam of the\u00a02,5 million cubic meters accumulation lake was not repaired for more than 60 years.<\/p>\n<p>-On March 3rd, the deputies of Gagauzia People\u2019s Assembly <a href=\"http:\/\/www.moldova.org\/en\/vladimir-kyssa-elected-head-gagauzia-peoples-assembly\/\" target=\"_blank\">elected<\/a> Vladimir Kyssa as the head of the local legislative.\u00a018 out of 22 participating deputies voted for Kyssa, who is a representative of Budzhak village.<\/p>\n<p>The other candidate, Mihail Manolov, did not get enough votes- only 4. As mentioned in the draft law, the introduction of use of the Russian flag follows the\u00a0<em>perseverance\u00a0of the Pridnednestrovian Moldovan Republic in their way to reunion with the Russian Federation according to the people\u2019s will, expressed at the referendum of 17 September 2006.<\/em><\/p>\n<p>-The Operative Group of Russian troops illegally residing in the Transnistrian region of Moldova <a href=\"http:\/\/www.moldova.org\/en\/russian-operative-troops-conducted-training-scout-soldiers-transnistria\/\" target=\"_blank\">recently conducted exercises<\/a> involving the scout soldiers, reads a press-release of the Russian Western Military District.<\/p>\n<p>The scout soldiers were engaged in a simulation conducted in muddy and forest environments.<\/p>\n<p>-On March 4th, the consumer control authority of Russia, Rospotrebnadzor, <a href=\"http:\/\/www.moldova.org\/en\/rospotrebnadzor-5-moldovan-wineries-accepted-submit-samples-export-russia\/\" target=\"_blank\">announced<\/a> that five wineries from Moldova were accepted to submit wine samples in order to be admitted on the Russian market.<\/p>\n<p>After controls of Rospotrebnadzor and Moldovan authorities, \u201cCricova\u201d, \u201cChateau Vartely\u201d, \u201cCASTEL MIMI\u201d, \u201cLion-Gri\u201d and \u201c\u041c\u043e\u043b\u0434\u044e\u0433\u0432\u0438\u043d\u201d will be able to send samples for acceptance in the Russian market.<\/p>\n<p>-On March 1st, the President of Moldova, Igor Dodon, <a href=\"http:\/\/www.moldova.org\/en\/igor-dodon-russia-grant-amnesty-moldovan-migrant-workers\/\" target=\"_blank\">declared<\/a> that the migration authorities of the Russian Federation decided to apply an amnesty to all Moldovan citizens with travel bans. The decision reportedly follows the agreements made by Dodon and Russia President Vladimir Putin <a href=\"http:\/\/www.moldova.org\/en\/highlights-joint-press-conference-moldova-president-igor-dodon-russia-president-vladimir-putin\/\" target=\"_blank\">during the meeting in January in Moscow<\/a>.<\/p>\n<p>-On March 1st, the Government of Moldova <a href=\"http:\/\/www.moldova.org\/en\/moldovas-ambassador-russia-recalled-without-motivation\/\" target=\"_blank\">approved<\/a> a decision to recall the Ambassador Dumitru Braghi\u0219 from the Russian Federation.\u00a0The decision was not motivated in any way.<img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-11-696x921-227x300.jpg\" \/>-Just the very next day, President Dodon <a href=\"http:\/\/www.moldova.org\/en\/moldova-president-government-share-spheres-influence-dodon-appoints-socialist-andrei-neguta-new-ambassador-russia\/\" target=\"_blank\">proposed<\/a> to Prime-Minister Filip his foreign policy <img decoding=\"async\" class=\"alignright\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/AndreiNeguta-200x300.jpg\" \/>adviser and current Socialist deputy, Andrei Negu\u021b\u0103, for the position of Ambassador of Moldova to the Russian Federation.\u00a0The two officials talked about the recalling of 10 Ambassadors and the appointing of another 17.<\/p>\n<p>Seems like the Moldovan President Igor Dodon and the Government coalition led by the Democratic Party, opponents in public, started to cooperate in sharing spheres of influence and positions.<\/p>\n\n<p>-On March 3rd, the President Igor Dodon <a href=\"http:\/\/www.moldova.org\/en\/president-dodon-appoints-defense-adviser-artur-gumeniuc-approves-economic-council\/\" target=\"_blank\">appointed<\/a> Artur Gumeniuc to the position of Presidential adviser for defense and national security and Secretary of the Supreme Security Council of Moldova. During the rule of the Communist party between 2001 and 2009, Gumeniuc was the head of Security and Intelligence Service of Moldova, but also member of Service\u2019s College.<\/p>\n<p>On the same day, Dodon approved the list of participants in his Economic Council, fulfilled by his economic and agricultural advisers and a series\u00a0of representatives of the business sphere, experts and even the former Governor of Moldova\u2019s National Bank, Leonid Talmaci.<\/p>\n<p>-The President of the Democratic Party of Moldova, Vlad Plahotniuc, <a href=\"http:\/\/www.moldova.org\/en\/vlad-plahotniuc-elected-vice-president-socialist-international\/\" target=\"_blank\">was elected<\/a> as one of the 32 Vice-Presidents of the Socialist International at the 25th Congress which took place during 2-4 March in Cartagena, Columbia.<strong><br \/>\n<img decoding=\"async\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2016\/12\/15621713_10155664498237942_3639913909798096792_n-696x464.jpg\" \/><\/strong><\/p>\n<p>The Moldovan oligarch, known as the <em>grey eminence of the Moldovan politics<\/em>,\u00a0is thus joining an important\u00a0international political family.\u00a0Plahotniuc was not present at the Congress himself, but was represented by the honorary President of the Moldovan Democrats, Dumitru Diacov.<\/p>\n<p>The Democratic Party of Moldova is member of the Socialist International starting from 2012.<\/p>\n<p>-On March 3rd, the former Governor of the National Bank of Moldova, Leonid Talmaci, <a href=\"http:\/\/www.moldova.org\/en\/moldova-national-bank-ex-governor-leonid-talmaci-arrested-15-days-fraud-charges\/\" target=\"_blank\">was arrested<\/a> by the anti-corruption prosecutors.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-443554\" src=\"http:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392.jpg\" alt=\"\" width=\"696\" height=\"392\" srcset=\"https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392.jpg 696w, https:\/\/www.moldova.org\/en\/wp-content\/uploads\/sites\/2\/2017\/03\/m-32-696x392-300x169.jpg 300w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/>According to the arrest warrant obtained\u00a0by Deschide.md, Talmaci is accused of belonging to a group of persons who defrauded the National Bureau of Car Insurers of Moldova (BNAA) of goods and funds of at least 10 million lei sent to accounts opened at Moldova-Agroindbank and Moldindconbank. The Buiucani Court of Chi\u0219in\u0103u issued an warrant for 15 days of preventive arrest. The ex-Governor risks up to 15 years of imprisonment.<\/p>\n<p>-The draft laws on the so-called \u201ccapital liberalization\u201d and \u201cfiscal amnesty\u201d <a href=\"http:\/\/www.moldova.org\/en\/capital-liberalization-fiscal-amnesty-draft-laws-withdrawn-parliament-moldova\/\" target=\"_blank\">were withdrawn<\/a> from the Parliament by the majority, announced speaker Andrian Candu. The controversial draft laws were reportedly withdrawn because of the several deficiencies found after juridical and economic analyses conducted by local and international experts.<\/p>\n<p><em>\u201cSeveral deficiencies\u00a0were found. Taking them in account, we came to the conclusion of retreating the two drafts regarding the capital liberalization and the fiscal amnesty. The dam of the\u00a02,5 million cubic meters accumulation lake was not repaired for more than 60 years.<\/p>\n<p>-On March 3rd, the deputies of Gagauzia People\u2019s Assembly <a href=\"http:\/\/www.moldova.org\/en\/vladimir-kyssa-elected-head-gagauzia-peoples-assembly\/\" target=\"_blank\">elected<\/a> Vladimir Kyssa as the head of the local legislative.\u00a018 out of 22 participating deputies voted for Kyssa, who is a representative of Budzhak village.<\/p>\n<p>The other candidate, Mihail Manolov, did not get enough votes- only 4.
