The draft laws on the so-called “capital liberalization” and “fiscal amnesty” were withdrawn from the Parliament by the majority, announced speaker Andrian Candu for Publika TV<\/a>.<\/p>\n

The controversial draft laws were reportedly withdrawn because of the several deficiencies found after juridical and economic analyses conducted by local and international experts.<\/p>\n

“Several deficiencies\u00a0were found. Taking them in account, we came to the conclusion of retreating the two drafts regarding the capital liberalization and the fiscal amnesty. Yesterday, together with colleagues from the Parliamentary majority, all who signed on the drafts and initiated them, five deputies, submitted a request of withdrawal”,\u00a0<\/em>declared Candu.<\/p>\n

The law authored<\/a> by five deputies and proposed on 1 December 2016 would\u00a0release from liability any physical person and legal entity that illegally gained their property and assets, in exchange for a 2 percent fee to the state from the total value of the undeclared assets.
\nIn addition, an amendment would prevent the newly established National Integrity Authority from verifying \u201clegalized\u201d<\/em> property that belongs to public servants and persons with public dignity.<\/p>\n

There were several reactions to draft law<\/a>s\u00a0on capital liberalization and fiscal stimulation:<\/p>\n

\u201330 Moldovan NGOs<\/a> condemned the capital liberalization law;<\/p>\n

-Representatives of the civil society and opposition parties protested<\/a> outside the Parliament building;<\/p>\n

\u20134 NGOs<\/a> from Romania asked the Romanian Government to consider suspending the loan to Moldova, if the law is adopted;<\/p>\n

-Romanian Member of the European Parliament, Siegfried Mure\u0219an, asked<\/a> the European Commissioner Jean-Claude Juncker to examine the draft;<\/p>\n

-Experts of the World Bank found<\/a> integrity risks in the draft law and suggested significant revision;<\/p>\n
