On February 22nd, the representatives of Amnesty International Moldova presented a new report for the period 2016\/2017<\/a> on the situation of human rights in the country.<\/p>\n

The Amnesty report reads that Moldova’s political context is still dominated by the impotence of the politicians towards the corruption and by the continually decreasing quality of life, which leads to general dissatisfaction and protests.<\/p>\n

Speaking about the liberty of peaceful meetings, Amnesty states that\u00a0the few clashes between the protesters and the police were marked by the unjustifiable use of excessive force and means like tear gas and sticks. The report mentions the “Petrenco group”<\/a> of six people who, arrested for forceful attempt to enter the General Prosecution Office, were freed from preventive arrest, but got travel bans.<\/p>\n

The Petrenco group is also put among many other penal investigations that, according to Amnesty, show traces of partisan and selective justice. A speaking case is the one of the former Prime-Minister Vlad Filat<\/a>, found guilty of “passive corruption” and “influence traffic” in relation to the banking frauds from 2014.\u00a0Ending with a sentence of 9 years, Filat’s case makes itself memorable because of the closed trial sessions with reported procedure violations and lack of equal treatment in front of the court.<\/p>\n

Moreover, the detention of Filat can also be an example of bad treatment in the penitentiaries of Moldova that tend to be overcrowded and undeveloped. Amnesty even visited the 13th Penitentiary in Chi\u0219in\u0103u and found somehow improved cells, with the help of the detainees’ families, but still the majority of them were overcrowded with primitive sanitation and hygiene conditions. Torture in state enforcement institutions is still seen as a problem with no significant progress at the level of combating.<\/p>\n

With generally respected press freedom, Amnesty still draws attention that the independence of the media is damaged by the concentration of ownership in the hands of a few individuals, but also by anonymous personal threats.<\/p>\n

In terms of legal developments, Amnesty remarks the changes to the Criminal Procedure Code that came into force on 26 May, introducing stronger safeguards against arbitrary use of pre-trial detention and requiring non-custodial alternatives wherever possible.<\/em><\/p>\n

On LBGTQ persons rights, the report only mentions that the biggest-pride march of around 300 participants on 22 May 2016 confronted with counter-protesters was evacuated by the police.<\/p>\n

What regards the discrimination of people with disabilities, Amnesty underlines that the UN Special Rapporteur asked the government to end the forceful placement of psychologically or intellectually disabled persons in special detention institutions.<\/p>\n
