On February 22nd, the Government of Moldova refused to approve the law initiative of some deputies to open a number of voting centers outside the country\u00a0proportionally to the specific number of Moldovans living in those countries.<\/p>\n

According to the negative note signed by Deputy Foreign Minister Daniela Morari<\/a>, a proportional number of voting centers is difficult to calculate because the number of Moldovan voters is difficult to determine in a specific country for several reasons:<\/p>\n

– the number of Moldovans living abroad is not exact because of lack of census results;<\/p>\n

– the number of Moldovans living abroad is rarely updated on diplomatic levels of communication between states;<\/p>\n

– some Moldovans live abroad based on their second\/multiple citizenship;<\/p>\n

– some Moldovans are illegally stationed in other countries (the legislation allows them to vote);<\/p>\n

Moreover, the estimated number of voting centers needed for proportional representation of all Moldovan citizens living abroad is reportedly 300-350, a huge number and burden for national budget. Morari suggests that some countries like France and the United Kingdom would get more voting centers for the next elections, because they were solicited at the Presidential elections in 2016, while the number of voting centers in some countries like Canada would not be raised because of the laws limiting the voting activity only in the consular and diplomatic missions. On the others hand, Ukraine, who has more than 17 thousand Moldovan residents and had 5 voting centers in the last years, showed little turnout at the voting- less than 500 voters.<\/p>\n

The Minister welcomes the initiative, but thinks that it would not solve the problem of guaranteeing the voting right to the Moldovan citizens.<\/p>\n

The number of voting centers outside Moldova will still be decided by the Central Electoral Commission together with the Foreign Ministry by taking in account the preliminary registration of voters and the turnout at the previous elections.<\/p>\n

In November 2016, more than 3000 voters<\/a> at the only 2 voting centers in London could not vote in the second round of Presidential elections.
