The Heritage observes that the efforts of the government to improve the business environment and advance economic freedom were uneven. Moreover, the base for economic freedom is not firm because of political interference and corruption in the judiciary.<\/p>\n<p>In terms of Rule of Law, Moldova reportedly improved its laws for property rights, but still lacks consistency in enhancing the government integrity and judiciary effectiveness.<\/p>\n<p>Speaking of Government Size, The Heritage rates Moldova as a country with relatively low tax burden, with tolerable level of public debt (42% of the GDP), but still high of government spending (38,8% of the GDP).<\/p>\n<p>The Regulatory Efficiency makes Moldova seem a less attractive economy by forcing businesses to face bureaucracy at the formation and operation of private enterprises. With\u00a0labor laws remaining rigid, the cost of employing one person stays high.<\/p>\n<p>In terms of openness, Moldova is rated as very welcoming market (117% of GDP are exports and imports value) by treating foreign and domestic investors equally.
