On 20 January 2017, the Prime-Minister of Moldova, Pavel Filip, presented<\/a> the results of his Government in the first year of its activity. According to Filip, the year was hard, but productive for his Cabinet.<\/p>\n

“This was a hard. A year in which one could not do magic. But two precious things were managed: we recovered the credibility of the Republic of Moldova in the world and we managed to light up a small hope in this nation that there is place for better”,\u00a0<\/em>declared Filip at the reporting press-conference.<\/p>\n

The Prime-Minister specified that four projects and numbers make the members of the Government to be optimist in 2017:<\/p>\n

“First: approximately 500 million euros represent the total of external sums unblocked for Moldova in 2016. The second number: over 350 million euros unblocked for the next years. The third number: economic growth forecast by experts of approximately 3,5% of the GDP. And finally, the fourth- inflation rate of 2,4%, the second smallest in the 25 years of independence.”<\/em><\/p>\n

Here are some other numbers brought up by Filip in his final report:<\/p>\n

– The minimal wage in the real sector increased from 1900 lei to 2100 lei, pensions were increased by 10%;<\/p>\n

– A reduction of 40% was made for the price of\u00a0160 drugs and medicine products;<\/p>\n

– Compensated medicine allocations were increased by 50%, number by 67;<\/p>\n

– The European Commission offered a macro-financial assistance of 100 million euros;<\/p>\n

– Moldova signed an agreement of 180 million US dollars (178,7 million, in reality- Moldova.ORG<\/a>) with the IMF;<\/p>\n

– Finished transfer of 17 million euros of ENPARD program for agriculture;<\/p>\n

– 1 billion lei<\/a> of more taxes registered by the Fiscal Service and 1,6 billion lei of more custom taxes registered by the Customs Service;<\/p>\n

– Reducing by a quarter the number of required authorizations, permits and licences for business environment;<\/p>\n

– Reducing the control institutions from 69 to 18<\/a>, including 5 independent regulators;<\/p>\n

– 550 thousand euros<\/a> obtained from Romanian Government for Ungheni-Chi\u0219in\u0103u gas pipeline;<\/p>\n

– 102 million euros<\/a> of finance obtained from the EBRD, EIB and the EU Commission for the Ungheni-Chi\u0219in\u0103u pipeline;<\/p>\n

– Recovering the stolen billion: internally, over 700 milllion lei were recovered (sold assets of banks, in fact- Moldova.ORG), 1,5 billion lei are expected to be recovered;<\/p>\n

– over 900 million lei were already reimbursed to the National Bank of Moldova;<\/p>\n

– Over 2 billion lei will be taken from the confiscation of goods of those responsible (of the banking frauds);<\/p>\n

– Kroll investigation identified 600 million US dollars<\/a>.<\/p>\n

Experts see the recovery and growth of Moldova during Filip Government as resulting from the external assistance renewed by the EU, the IMF, the World Bank, following the implementation of several reforms and better management of the banking sector. At the opposite, the civil society has raised concerns throughout 2016 that the current Government does not conduct visible reformation of the justice, with only superficial reform of the Prosecution Office, and that it does not respond to challenges of political<\/em>\u00a0prosecution\u00a0<\/em>and intimidation of journalists and extra-Parliamentary political opponents.<\/p>\n

The Filip Government<\/a> was voted by 57 members of the Parliament, majority formed out of Democrats, Liberals, former Communists and a group of Liberal-Democrats, on January 20th. The voting session didn\u2019t include the Q&A part and lasted for around 32 minutes. The decision outraged the protest movement outside the Parliament, who tried to get in the building. The newly appointed Ministers along with the deputies secretly left protected by lines of policemen.
