Four NGOs from Romania are demanding<\/a> the Romanian President, Prime-Minister and the main parties to consider suspending the loan agreement with Moldova, if the Parliament from Chi\u0219in\u0103u approves the law on the capital liberalization and fiscal stimulation and the one cancelling the obligation of public officials to declare their “liberalized capital”.<\/p>\n

The civil society organizations think that the laws would allow the laundering of the illegally obtained money without investigation, would allow pardoning the public officials with undeclared capital in exchange for a 2% tax and would provide fiscal amnesty for all penalties accumulated by physical and juridical persons.
\nThe Romanian NGOs inform that the Moldovan Parliament approved the laws in the first lecture in less than two weeks, with simulation of debates with civil society and without any approval of the Government or anti-corruption expertise.<\/p>\n

Expert Forum, Centrul Rom\u00e2n de Politici Europene, Freedom House Rom\u00e2nia and Grupul de Dialog Social ask the President Klaus Iohannis, Prime-Minister Dacian Ciolo\u0219, but also the leader of the Social Democratic Party Liviu Dragnea and “Uniunea Salva\u021bi Rom\u00e2nia” party leader Nicu\u0219or Dan, to prepare adequate measures, including suspension of the budgetary assistance or any financial assistance, to respond to the adoption of the three “anti-European” laws. A necessary measure, according to the NGOs, would be the close monitoring of the use of financial assistance given from Romanian taxpayers’ money to the current Moldovan Government.

\n“The Romanian contributor should be informed if his money is used for real reforms and needs in the Republic of Moldova or (it is used) to compensate the money wasted through corruption and organized crime”<\/em>, reads the call of the 4 NGOs.<\/p>\n

The law authored<\/a> by five deputies of the Parliament of Moldova proposes to install a state of liberalization of capital and fiscal stimulation for persons to declare capital that they previously hid or attributed to other persons. Moreover, the enterprises would be exempted from paying penalties, fees and unpaid taxes. Everything in exchange for a 2% tax.
\nAnother law proposed<\/a> by the same deputies led by speaker Andrian Candu states that the new “liberalized capital” belonging to public officials would not have to be declared to the National Commission of Integrity, the main controlling body of public integrity.<\/p>\n

30 NGOs of Moldova condemned<\/a> the capital liberalization and fiscal stimulation laws for \u201cupsetting anti-corruption efforts and discouraging honest taxpayers\u201d.<\/p>\n

On December 19th, three leading organizations who sent the call, Expert-Grup, Centrul pentru Resurse Juridice din Moldova and Institutul pentru Politici \u0219i Reforme Europene, reiterated their high disapproval of the proposed laws, stressing that the laws would encourage corruption, at the same time being adopted with violation of legislative procedures.
