-On December 13th, the Constitutional Court of Moldova validated<\/a> the results of the Presidential elections from November 13th. Thus, Igor Dodon is confirmed to be the new President of the Republic of Moldova. The constitutional judges, led by Constantin T\u0103nase, decided that the complaints declared by Presidential candidate Maia Sandu are not subject to debate in the Court: insufficient voting ballots for Moldovans living abroad, organized transportation and corruption of voters, involvement of the Moldovan Orthodox Church, multiple voting, distribution of defamatory booklets by representatives of the counter-candidates and the favoring of the counter-candidate by some media outlets.
\nNevertheless, the Court sent an appeal to the Parliament of Moldova to clarify the legislation on the examination of complaints in the electoral domain, since the common courts declined the respective competences.<\/p>\n

-Vadim Krasnoselski won the so-called presidential elections<\/a> by 62,3% in the Transnistrian separatist region of Moldova. Former speaker of the Supreme Soviet of the un-recognized Pridnestrovian Moldovan Republic won 157410 votes of the people of Transnistria. Former president Evgeny Shevchuk got 27,38%.
\nKrasnoselski thinks it is necessary for Transnistrian economy to integrate in the \u201cEurasian and Russian economies\u201d, which it should form strong economic ties, so that the political ties become tighter.
\nSpeaking about Ukraine and Moldova, Krasnoselski said he would build \u201cgood neighborly relations\u201d with focus on economical, humanitarian and cultural domains, but especially on the political recognition and status of the region.

-Russian Ambassador to Moldova, Farit Muhametshin, congratulated<\/a> separatist leader of Transnistria, Vadim Krasnoselski, with the election at the inauguration of the latter and expressed his hope for future joint projects, based on common \u201cexperience between the two states\u201d.
\nMoreover, the Russian diplomat read the greeting messages of the Deputy Prime-Minister of Russia, Dmitry Rogozin, and the Foreign Minister Sergey Lavrov, who appreciated the high popular trust held by Krasnoselski. Both Russian Ministers declared, through Muhametshin, that the new president of the region will facilitate the continuation of Russian-Transnistrian projects and will strengthen the interaction.<\/p>\n

-On December 16th, the Parliament of Moldova approved<\/a> in the first lecture the so-called laws of capital liberalization and fiscal stimulation. The approval of the laws took place despite the call of 30 NGOs and the protests of the civil society.

\nThe laws authored by five deputies of the Parliament of Moldova proposes to install a state of liberalization of capital and fiscal stimulation for persons to declare capital that they previously hid or attributed to other persons. Moreover, the enterprises would be exempted from paying penalties, fees and unpaid taxes. Everything in exchange for a 2% tax.
\n30 NGOs of Moldova condemned<\/a> the capital liberalization and fiscal stimulation laws for \u201cupsetting anti-corruption efforts and discouraging honest taxpayers\u201d, while Maia Sandu, former Presidential candidate, declared the laws would legalize the stolen money and would leave the responsible unpunished.<\/p>\n

-On December 14th, the Government of Moldova approved<\/a> the loan agreement with the European Investment Bank (EIB) for the project of \u201cConstruction Gas Transportation Pipeline Ungheni-Chi\u0219in\u0103u\u201d. The project is the second part of the interconnection of gas transportation system between Romania and Moldova, aimed at improving energy security.
\n41 million euros would be given by the EIB to the Government of Moldova that will allocate the resources to VestMoldTransGaz for the construction of the pipeline, a 113 million euros project.<\/p>\n

-The European Union will offer<\/a> \u20ac7,9 million for capacity building of Moldovan civil society and \u20ac4,85 million for public administration development in Moldova.
\n7,9 million euros would be used for projects of development and capacity building of the civil society in Moldova, strengthening NGOs\u2019 role in the policy making and decision-making processes, but also in processes related to the Association between Moldova and the EU. The NGOs will have to apply for funding of their projects related to one of the strategic domains: good governance, economic and social development, social cohesion through improving the system of social services.
\nOther 4,85 million euros will be allocated for projects of the Twinning program, through which public institutions from EU membership candidates, including Moldova, will work together in the application and implementation of the Community Acquis. The funds will also be used for institutional development and public acquisitions in the domains of environmental protection, justice, energy, transportation and education.<\/p>\n

-On December 15th, the Parliament of Moldova voted a decision to deprive<\/a> former Prime-Minister Vlad Filat of his deputy seat, motivating it with the ending of lawful position of deputy.<\/p>\n

-On December 14th, Igor Popa, the lawyer of the former Prime-Minister of Moldova Vlad Filat, declared<\/a> he would ask for his full acquittal and freeing at the Supreme Court of Justice. Popa says that, in case the Supreme Court does not make \u201cjustice\u201d, he would attack the decision at the European Court for Human Rights, on the behalf of Filat.
\nPopa thinks that the motivated decision of the Appeal Court Chi\u0219in\u0103u in Filat\u2019s case is \u201cillegal, absolutely incompetently written, unmotivated and puts at basis unreliable proof\u201d.
\nMoreover, Filat\u2019s lawyer found that the Appeal Court \u201coperated with untruths, false information and included them in the decision\u201d.<\/p>\n

-Moldova\u2019s de facto ruler, “billionaire Vladimir Plahotniuc, feels seriously threatened by the uncompromising Sandu, but not by Dodon”, writes Vladimir Socor<\/a> at Jamestown Foundation. Socor thinks that Plahotniuc used his media outlets to ensure Dodon’s victory by attacking Sandu.
\nMoreover, the ruling oligarch would be using<\/a> this six-week presidential interregnum until Dodon’s inauguration to drive through a series of laws designed to reinforce his grip and that of his clients on state institutions. Through acting President Timofti and the Parliamentary majority he controls, Plahotniuc would approve the new General Prosecutor Eduard Harunjen, the capital liberalization and fiscal stimulation laws and the transfer of the Security and Intelligence Service from President’s control to Parliament’s.<\/p>\n
