A new law authored by five deputies of the Parliament of Moldova proposes to install a state of liberalization of capital and fiscal stimulation<\/a> for persons to declare capital that they previously hid or attributed to other persons. Moreover, the enterprises would be exempted from paying penalties, fees and unpaid taxes.<\/p>\n

The capital liberalization will allow Moldovan physical persons to declare without any punishment capital that was in possession of other persons or was not declared at all. By capital, the authors mean money, real estate, shares, stocks and transportation means. The owners would have to register their capital officially and to reflect their real value.
\nAs part of fiscal stimulation, the authors propose to “pardon” physical and juridical persons, and cancel all the taxes, social insurance and healthcare contributions, penalties and fees supposed to be paid to state control institutions such as the Fiscal Service, Customs Service and the National Chamber of Social Insurance.<\/p>\n

Those who would want to benefit from capital liberalization and fiscal stimulation would have to pay a 2% tax to the Moldovan Ministry of Finance.
\nThe persons willing to benefit from capital liberalization would have to submit a request until April 2017 and wait until June 2017, when the law would expire.<\/p>\n

Expert-Grup economist Eugen Ghile\u021bchi, quoted by Agora.md<\/a>, thinks that the initiative of the deputies is a good one, because it would transfer some of the black economy in the legal field. <\/p>\n

On the other side, former Prime-Minister of Moldova, Ion Sturza, thinks that the draft law is nothing but a total fiscal amnesty, “unlimited in time and space”. According to Sturza, individuals like “Shor&Co” would become clean, while the unpaid taxes and penalties to the state would benefit a “small group of defrauders” and would make simple people and well-intended taxpayers lose.
