On December 9th, 13 NGOs from Moldova launched an statement to condemn the process of appointing the candidate Prosecutor General, Eduard Harunjen. The civil organization think that the hurried appointing seriously affects the trust in the Prosecution Office and feeds the suspicion that it was made with a specific hidden purpose.<\/p>\n

The signatories draw attention to the fact that the Supreme Council of Prosecutors adopted the decision to propose Harunjen as candidate Prosecutor General at around 14.30, on December 7th, with the documents sent to the acting President Nicolae Timofti at around 16.30, same day. Harunjen was sworn in by Timofti on the next day, at noon, less than 24 hours from the proposal. Worried that the appointing was orchestrated, the NGOs find it similar to the appointing of the Filip Government in January 2016. <\/p>\n

The signatories also think the appointing of the new Prosecutor General should have been done by the new President-elect, although the law does not expressly state this.
\nMoreover, suspicions on the integrity and reputation of Harunjen is put to doubt, due to several reports and investigations conducted by mass-media.<\/p>\n

The NGOs ask the President of Moldova to publish information referring to the integrity checks, past history, possible involvement in the 2009 illegal prosecution and the properties of the newly appointed Prosecutor General. <\/p>\n

The declaration was signed by Amnesty International Moldova, PROMO-LEX Association, Association for Participative Democracy (ADEPT), Association for Efficient and Responsible Governance (AGER), Independent Association Association (API), Center of Corruption Analysis and Prevention (CAPC), Law Women Center (CDF), Center of Information on Human Rights (CIDO), Resource center DIALOG-Pro, Center of Juridical Resources of Moldova (CRJM), National Youth Council Moldova (CNTM), Institute for Europe Policy and Reforms (IPRE), Transparency International Moldova.<\/p>\n

On December 8th, the acting President of the Republic of Moldova signed the decree to appoint Eduard Harunjen in the position of Prosecutor General for a mandate of seven years. Eduard Harunjen held until recently the position of first deputy Prosecutor General and exercised the function of interim Prosecutor General, after the former one resigned on February 26th.
\nOn November 25th, the Parliament of Moldova adopted<\/a> with the vote of 84 deputies the change of the procedure of designating the prosecutor general. The future Prosecutor General of Moldova would thus be approved by the President at the proposal of the Supreme Council of Prosecutors and will have a non-renewable mandate of 7 years. The President would be able to reject the candidate prosecutor general only once, but the refusal should be motivated.
