On September 4th, the acting President of Moldova, Nicolae Timofti, signed<\/a> the decrees for approval of the new seven laws<\/a> regarding the banking system and the budget modification, including the law which states the payment of 13,5 billion lei to the National Bank.<\/p>\n

The controversial package of laws, previously voted by the Government, includes a decision to transform the unpaid loans taken by Banca de Economii, Banca Social\u0103 and Unibank from the National Bank in 2014 into public debt. The payment of 13,5 billion lei will be made from the state budget during 25 years with a 5% interest rate, a sum which will obviously decrease the public expenditures in social and medical insurances system. <\/p>\n

The payment was criticized by the civil society, including by the Ombudsman of Moldova who believes “the document was elaborated in lack of transparency, even if it is of major interest to the citizens of the country, it wasn’t sent for approval to any interested public interested, including the Ombudsman”.
