The second and third step would be to organize Parliamentary elections in electoral circumscriptions and to eliminate the dual character of the Executive power in the face of the President and Prime-Minister. Asked if the citizens will vote again for a West or East oriented candidate, the former Moldovan diplomat motivated that the average citizen should judge candidates  from the mass-media, although it is highly influenced by the Russian media. Moreover, he thinks that the current politicians allowed this influence:<br \/>\n<em>&#8220;They let us come to this situation, after 25 years of independence, to not control our own territory, to not be able to control our own mass-media market, to not be able to control the parties that are influenced by foreign agents&#8221;<\/em>, believes Sp\u00e2nu.<\/p>\n<p>Moldovan citizens should look at Romania, where, during 10 years, the so-called vice of corruption was diminished, where the law organs prosecuted politicians guilty of certain crimes and felonies, emphasizes Sp\u00e2nu. Even when it comes to the question of the votes of diaspora, Moldovans from abroad, despite total disappointment, should look at Romania&#8217;s diaspora, that had a decisive vote on the candidates. <\/p>\n<p>Moldova.ORG founder thinks the future President will have to have the courage to take the civil society out of the &#8220;black hole&#8221;:<br \/>\n<em>&#8220;It is not a person elected by 101 deputies from the Parliament anymore. It is a person supported by the population of the Republic of Moldova. It is the mandate of the civil society. And the mandate of the civil society from Moldova would mean that the President must be a tool of the civil society to manage to stop the vices of the society: corruption, lack of democracy, lack of reforms and others.
