At least, this is what <a href=\"https:\/\/www.scribd.com\/document\/324756613\/Promo-Lex#from_embed\" target=\"_blank\">a note<\/a> issued by the Russian Ministry of Justice to the Council of Ministers of the Council of Europe states. <\/p>\n<p>The Military Prosecution Office of Breansk ordered to reexamine the penal case started against the Russian soldier who shot Vadim Pisari. The order is a consequence of a <a href=\"http:\/\/www.moldova.org\/en\/echr-rejected-russias-appeal-on-vadim-pisaris-killing\/\" target=\"_blank\">decision<\/a> of the ECHR from April 21st 2015, which recognized that Russia violated the article nr.2 of the European Convention and the basic right of a human being- the right to life. <\/p>\n<p>According to the ruling of the Great Chamber of the European Court for Human Rights, Russia must have paid 40580 euros to Pisari&#8217;s relatives, but seems like the obligation wasn&#8217;t fulfilled yet.<\/p>\n<p>The incident took place on January 1st 2012, at 7.10 am, at the trilateral checkpoint nr.9 from Pirita village, on the \u201cborder\u201d between Moldova and its separatist region, Transnistria, when a soldier of the Russian peace-keeping forces shot several times in the direction of Vadim Pisari\u2019s car. Vadim, born in 1993, died at the Emergency Hospital in Chi\u0219in\u0103u.<\/p>\n<p>Civil society from Moldova warned the international community about the threat posed by the positioning of Russian troops on the territory of the Republic of Moldova, especially because Transnistria is not controlled by the legal authorities.
