Urgent measures should be taken to improve the situation. To start with, the directors of ANRE should be appointed following an open and transparent competition. In addition, ANRE needs clear performance indicators on the basis of which independent audits can be conducted. Greater capacity building of ANRE\u2019s employees supported by international partners is also required. A committee of experts, composed of representatives of major stakeholders and international institutions, envisaged by the regulation act of ANRE already in 2010, shall be constituted as soon as possible.
