On August 16th, the Ministry of Defense of Moldova launched<\/a> the National Defense Strategy for the public consultations. The draft of the Strategy was elaborated by a group of experts from 23 ministries and institutions.<\/p>\n

The Strategy aims to set the goals and the methods of ensuring the national defense and security. The national interests, based on “the respect of human dignity, equality in rights and liberties, right of free speech, cultural and ethnic identity and the supremacy of law”, are stated as following:
\n-Ensuring the sovereignty, the independence and the unity of the state;
\n-Ensuring a sustainable development for the state;
\n-European integration;
\n-Territorial reintegration;
\n-Prosperity and well-being of the citizens;
\n-Participation at ensuring international security.<\/p>\n

The Strategy sheds light on the potential risks and threats to the security of Moldova: the military potential from the Transnistrian region possessed by both Russia and the separatist administration, the use of informational propaganda focused on destructive manipulation, the attacks on informational and communication infrastructure, the instability of the conflict from Eastern and Southern Ukraine, illegal migration, the illegal arms trafficking, the terrorist activity, the chemical, biological, radio or nuclear threats, the natural and man-made disasters, but also the economical challenges, the high level corruption, poverty, migration demographic decline, which can lead to the escalation of potential risks. The Russian Federation is expected to continue or to extend its influence through soft power represented by diplomacy, culture and education, and hard power represented by economical and military pressures, propaganda and political corruption. Romania and Ukraine remain to be two strategic partners: first in supporting Moldova’s European integration process and modernizing the defense system, second in reforming the security sector and in the Transnistrian settlements.<\/p>\n

The Strategy emphasizes on increasing collaboration with the European Union, United Nations and the OSCE in the process of ensuring global security. Moreover, the Republic of Moldova will continue to develop the political dialogue with the NATO in domains like education, science, reforms, defense planning, infrastructure modernization, military exercises, disaster management, increasing the level of cooperation between military structures and common defense projects which would not contradict the neutrality status. The biggest partners in defense relations reportedly are the USA, Romania, Ukraine, Germany, China, Sweden, France, Italy, Lithuania, but also the Russian Federation in order to find solutions in common interest problems.<\/p>\n

The Strategy contains specific objectives for fulfilling the strategic goals:
\n-removing the lacks in the legislation of the national defense;
\n-providing proper financial support to the development of national defense system;
\n-providing adequate human and material resources for the national defense system;
\n-ensuring the integrated mechanism of cooperation between institutions of national defense;
\n-setting up a unique planning mechanism for the national defense;
\n-ensuring social protection for the employees of the system;
\n-ensuring necessary capabilities of the Armed Forces for fulfilling the missions;
\n-ensuring the capacity of controlling and protecting the airspace;
\n-protecting the state border;
\n-making the tools of external cooperation more efficient;
\n-improving the education, training and research system in the security and defense system;
\n-consolidating of the mobilization mechanism for the economy, population and territory;
\n-making the risk evaluation system more efficient;
\n-ensuring the protection of the informational systems;
\n-continuing the peace-keeping missions in the Security Area until the change of the current format of the mixed forces;
\n-increasing Moldova’s participation possibilities for international missions and operations.<\/p>\n

The draft proposes the allocation of financial resources of 0,5% of Moldova’s GDP to the needs of national defense, starting from the first budget adjustment of the year of adoption. <\/p>\n

On August 23rd, the Strategy draft was presented<\/a> to the experts in security and defense in order to be debated and improved.
