On August 11th, the Action and Solidarity Party of Moldova organized a press-conference in which Maia Sandu and Sergiu Litvinenco presented the illegal errors made in the concession of the International Airport of Chi\u0219in\u0103u. <\/p>\n

Sandu and Litvinenco think that the concession of the Chi\u0219in\u0103u Airport (KIV) to Avia-Invest is contrary to the interests of the Republic of Moldova and its citizens, because it violates several national laws regarding the concessions of public property, Agora.MD reports<\/a>. <\/p>\n

The first error was signing the concession contract with SRL Avia-Invest instead of signing it with the winner of the contest, Association Avia-Invest, which included Habarovsk Airport, Kolomensky Zavod and SRL Avia-Invest. The latter doesn’t meet the requirements for the concession, such as 30 million euros social capital or at least 2 years in the civil aviation services. According to Sandu, this is enough to abolish the contract. <\/p>\n

Moreover, the contract doesn’t include a clause regarding its modification, which would be necessary taking in account the 49 years of concession. There is only one point stating that the state of Moldova can cancel the contract if the investor doesn’t fulfill its obligations, but only after 3 years. <\/p>\n

Furthermore, the 9 euros tax for the “modernization of the airport” imposed for each passenger by Avia-Invest should be considered illegal, because only the Ministry of Transportation imposes taxes at the recommendation of the Civil Aeronautic Authority, and not the Government at the proposal of the Economy Ministry. Thus, Avia-Invest would collect 784 million euros, much more than the agreed 540 million euros. <\/p>\n

The Party sent a letter to the General Prosecution Office and the National AntiCorruption Center to ask for the examination of the actions, inactions and erros made in the process of conceding the Chi\u0219in\u0103u Airport.
