On July 12 and 13, a conference on confidence-building measures in the Transnistrian negotiations was held in the town of Bad Reichenhall, Bavaria, Germany. The conference included the representatives of the Republic of Moldova and Transnistria and the international players of the 5+2 negotiations, OSCE, Russia, Ukraine, the USA and the EU.<\/p>\n

The OSCE Chairmanship represented by the German Special Representative Cord Meier-Klodt moderated the negotiations.
\nBack in June at Berlin, the sides discussed about taking concrete steps in the fields of ecology, education, transportation and telecommunications. According to the head of the OSCE mission to Moldova<\/a>, Michael Scanlan, out of the commitments made in the Berlin, the authorities of Moldova and Transnistria made agreements only on ecology and on exchanging lists of criminal cases. <\/p>\n

Speaking of education, the sides reportedly agreed on recognizing the university degrees from Transnistria in Moldova, doing joint controls of Romanian schools in Transnistria and the organizing of joint contests for students from both banks of the Nistru river. <\/p>\n

What concerns transportation, the possibility of opening the Gura B\u00e2cului-B\u00e2cioc bridge and the access of Transnistrian cars to the international car traffic were discussed. The EUBAM mission recommendations, the Vienna Convention on car traffic and the Moldovan legislation was taken in consideration. <\/p>\n

The parties would agree on providing a joint mechanism for communications, so that the network providers would have access to both markets and the phone calls would be established directly between both entities. <\/p>\n

According to the representative of Transnistria<\/a>, its foreign minister, Vitaly Ignatiev, the transportation of goods on railway in Transnistria was also agreed upon, in order to facilitate importing.<\/p>\n

The German Chairman of the negotiations stressed out that the talks are becoming successful:<\/p>\n

“As a confidence-building measure in support of the formal process, I\u2019m happy to say that the conference succeeded in promoting the emphasis on an outcomes-based process that the German Chairperson-in-Office and our international partners believe is a precondition for progress”, concluded Ambassador Meier-Klodt.<\/p><\/blockquote>\n

The 5+2 negotiations on the Transnistria were restarted this summer with the help of the German OSCE chairmanship. Some experts think<\/a> that the German diplomacy forces the Moldovan part to make unilateral concessions in order to gain credit in the process of “solving” the conflict.<\/p>\n
