Aimed to deepen the political and economic relations between the EU and Moldova, the Agreement also creates the Deep and Comprehensive Free Trade Area (DCFTA), a framework for easier trade and new standards for products and services. Basically, the Moldovan producers are able to sell their products tax-free, while the Moldovan customers have access to EU products and services. <\/p>\n<p>Promoting closer ties, EU&#8217;s High-Representative Federica Mogherini <a href=\"http:\/\/europa.eu\/rapid\/press-release_IP-16-2368_en.htm\" target=\"_blank\">declared<\/a>:<\/p>\n<blockquote><p>&#8220;Together with the implementation of reforms in the country, the agreement has the potential to help changing the lives of Moldovans for the better, to bring jobs, growth and stability&#8221;, said Mogherini.<\/p><\/blockquote>\n<p>The European Commissioner for Neighborhood Policy and Enlargement Negotiations Johannes Hahn stressed that the EU is pleased to be Moldova&#8217;s first trade partner and the increasing of Moldovan exports. Nevertheless, Hahn emphasized on the need of concrete results in crucial sectors:<\/p>\n<blockquote><p>&#8220;Now, fundamental changes in political and economic governance need to take place, so Moldovans can see real change. We are looking forward to real reforms on the rule of law, justice, the independence of institutions from political pressure and on economic development. The EU is making available substantial assistance to support the implementation of the country&#8217;s reform agenda.&#8221;<\/p><\/blockquote>\n<p>At the same time, in Chi\u0219in\u0103u, the Government and the Parliament of Moldova were celebrating the milestone with a joint session focused on the European Integration agenda.<br \/>\n<img fetchpriority=\"high\" decoding=\"async\" src=\"http:\/\/www.moldova.org\/wp-content\/uploads\/2016\/07\/p3-1.jpg\" width=\"1600\" height=\"1067\" class=\"alignnone\" \/><br \/>\n<img decoding=\"async\" src=\"http:\/\/www.moldova.org\/wp-content\/uploads\/2016\/07\/p3-5-768x512.jpg\" width=\"768\" height=\"512\" class=\"alignnone\" \/><br \/>\nBoth the Prime-Minister and the Parliament speaker declared that Moldova lives a historical moment of the Republic of Moldova, one of the most important since the proclamation of independence. The speaker Andrian Candu took it to another level by saying: <\/p>\n<blockquote><p>&#8220;Since today, the Republic of Moldova is not only a partner, but an associated state to the European Union.&#8221;<\/p><\/blockquote>\n<p>According to Candu, 40 out of 52 required legislative acts were adopted so far, while the PM Pavel Filip stated that 70% of Moldova&#8217;s &#8220;task-list&#8221; of the Agreement is fulfilled.<br \/>\nExperts from the civil society would contradict them and say that the fulfilled tasks consist of badly implemented laws and institutional reforms.<\/p>\n<p>Under the Association Agreement, Moldova has committed to structural reforms in key areas, such as democracy, good governance, rule of law, human rights, foreign and security policy, trade and economic development. Increased cooperation on energy, transport, environmental protection, industrial cooperation, social development and protection, equal opportunities, consumer protection education, and youth and cultural cooperation is also regarded as requirement of the deal.<\/p>\n<p>According to Victor Chiril\u0103, the director of the Foreign Policy Association, the Association Agreement together with the DCFTA is an opportunity for modernizing Moldova. Accordingly, this is nearly impossible, when its implementation is conducted by &#8220;corrupt and compromised politicians&#8221;. The process would reportedly need &#8220;internal stability, a political class of integrity and a lawful functional state&#8221;.<\/p>\n<p>The Association Agreement between Moldova and the European Union was signed in <a href=\"http:\/\/www.moldova.org\/en\/moldova-signed-the-association-agreement-with-eu\/\" target=\"_blank\">June 2014<\/a> by former PM Iurie Leanc\u0103.
