The Association Council between the European Union and the Republic of Moldova held the second meeting<\/a> on March 14 in Brussels. The Council composed of MEPs and Commissioners, on one hand, and Prime-Minister Pavel Filip and several Ministers debated on issues related to Moldova’s European integration and the reforms needed for this process. <\/p>\n

Europeans stressed out that “tangible results on reforms are necessary to restore trust in Moldova”, even if the Moldovan Government prepared a roadmap, approved by the EU: <\/p>\n

This detailed roadmap sets clear deadlines for concrete actions until July, in such important areas as cooperation with civil society, from this month; approving and starting implementation of the law package on the justice sector and the prosecution service, as well as bringing new impetus to DCFTA implementation, in March-April; adopting a strategy on public administration reform, by April; improving the business and investment climate; addressing weaknesses in the banking and financial sectors and re-starting cooperation with the IMF; adopting the legislative package on integrity.<\/p><\/blockquote>\n

Thus, the recent one-billion fraud from Moldovan banks was mentioned several times by the MEPs as an example of bad functioning law enforcement in the banking sector:<\/p>\n

These reforms ought to include thorough investigation on the banking frauds, reform of the justice sector, as well as depoliticise state institutions, fight against corruption and money laundering, stabilise the financial sector and improve the business and investment climate, including in the energy sector.<\/p><\/blockquote>\n

The Association Council called for increasing efforts towards reaching a comprehensive settlement of the Transnistrian conflict based on the sovereignty and territorial integrity of the Republic of Moldova with a special status for Transnistria and encouraged the sides to restart the 5+2 talks. <\/p>\n

Nevertheless, despite friendly atmosphere, the European officials were tough <\/a>on the Government of Moldova and asked several uncomfortable questions to PM Filip.
\nRomanian MEP Cristian Preda asked what Filip’s Government and party does to get rid of the influence of the oligarch Vlad Plahotniuc. The Moldovan Prime-Minister answered that only an exchange of politicians or parties doesn’t solve the problem and that there is a need for “sistemic reforms”.<\/p>\n

Confused by the harsh approach of the MEPs, PM Filip confused even more with a strange statement:<\/p>\n

“It is true, the banking fraud that destabilized the political situation in Moldova should continue. The Kroll investigation will continue”, stated Filip, promising prevention laws in the financial-banking sector.<\/p><\/blockquote>\n
