Ilan Shor, Moldovan millionaire and currently mayor of Orhei, told the officers how he had began to “collaborate” with Vlad Filat in 2009, when he became Prime-Minister of Moldova.
\nAs Shor says, Filat convinced or pushed him to involve in the Banca de Economie bank, once the biggest bank, in order to return some debts for giving privilege to his Dufremol duty-free company. The businessman mentions several times in the report that he was threatened by Vlad Filat and that he was obliged to bring millions of euro or US dollars cash at the Government or at the office of the Liberal-Democrat Party to keep the “friendship”.
\nMoreover, this suspicious report contains a mention of the oligarch Vlad Plahotniuc, who was “concerned about money reserves at Banca de Economii”. <\/p>\n

In the middle of 2014, V.Filat invited me at a meeting with V.Plahotniuc, who was concerned about the little amount of reserves at Banca de Economii. The meeting was held at the Codru hotel. When I went in, there were Filat, I.Leanca (PM) and V.Plahotniuc. We discussed about the situation from the bank and I explained the real problems of the bank.
\nAt the end, Plahotniuc told that the problems were beginning and said in a hard way if the money disappears, “and the deponents won’t tear you apart, I guarantee you big problems”.
\nVlad Filat said he would return all the money from Caravita and would solve the lack of reserves with his actions. At the same time, he was insisting always he was the main auctioneer of the bank and that after the elections, he would become the Prime-Minister.<\/p><\/blockquote>\n

\nThe report was made on October 13th, two days before the arrest of Filat.
\nFurthermore, searchings have been done at Filat’s house and the office of the Liberal-Democrat Party. According to the Anti-Corruption Center, there was found and taken relevant proof for the case and some key-witnesses were cited for hearings.
\nThus, the officers apparently have proof to say that the money offered as bribe by Shor to Filat come from the defrauded banks.
\nHowever, it is suspicious how Shor shows Plahotniuc in a good light and it is even surprising how he wasn’t arrested yet for committing frauds in the banks and giving bribes. Some say that the arrest of Filat and the statement of Shor are just a part of Plahotniuc scenario in order to eliminate any political enemy. Until now, neither Shor, directly involved, nor Socialist Igor Dodon, once Minister of Economy who began the operations in Banca de Economii, nor Iurie Leanca, Prime-Minister who knew about the frauds in the banks, were not detained for further investigation and transparent hearing.
