Yesterday, September 1, at 11 AM, expired the National Bank’s (BNM) deadline for international consortia to submit offers regarding the second phase of the investigation of Moldova’s stolen billion and the recovery of the funds.<\/p>\n

BNM wanted to selected a consortium of international law firms that would continue the investigation of the theft at Banca de Economii, Banca Sociala and UniBank, frauds that later lead to the government’s decision to liquidate the banks.<\/p>\n

Although BNM invited several companies to submit their offers, only Kroll and Steptoe & Johnson responded. Ernst & Young, KPMG and PricewaterhouseCoopers declined the invitation.<\/p>\n

The final goal of the second phase of the investigation is to provide BNM with a clear chronological picture of the people who controlled the suspicious transactions, managed the banks and benefited from the these transactions, to identify the committed violations and the significant losses suffered by each bank and to develop and implement a strategy for the recovery of lost assets.<\/p>\n

If BNM accepts the offer, Kroll and Steptoe & Johnson will have to initiate civil, criminal, intergovernmental and insolvency proceedings (if needed), coordinated with BNM, both in Moldova and abroad, in order to track down and recover the banks’ assets.<\/p>\n

The decision regarding Kroll’s offer will be taken at the next meeting of the National Committee for Financial Stability.<\/p>\n

The first phase of the investigation was carried out also by Kroll. The report showed that a group of companies controlled by Ilan Shor had been heavily involved in almost each and every suspicious transaction.
