Dirk Buschle, secretary of the European Energy Community, warned during an interview for Radio Free Europe<\/a> that Moldova could be punished for revising the recently increased prices for gas and electricity. He is unhappy with the national Supreme Security Council, which recommended the National Energy Regulatory Agency (ANRE) to recalculate the prices. According to Buschle, this is a politically motivated act that violates ANRE’s independence.<\/p>\n

“We are witnessing a situation that isn’t clear whether it is driven by political interests or by the genuine care about people with modest incomes. Regardless of the reason, we are worried about the recommendation of the Supreme Security Council and about the fact that the Parliament is yet to approve ANRE’s budget. All of this suggests the intention to influence the decisions of the Agency”, said Buschle.<\/p>\n

“Moldova will have to stand before the institutions of the Energy Community and they will decide if Moldova violated or not the principles it had agreed to respect. Obviously, this will influence Moldova’s membership in the Community and its relationship with the EU”, warned the official.<\/p>\n

On the other hand, the increased prices<\/a> have been harshly criticized by local civil society, and the Security Council’s recommendation for ANRE follows an announcement by Gazprom that, less than a month after the prices had been increased, gas for Moldova got cheaper by<\/a> 17% or 42 dollars per 1000 m3.<\/p>\n

Economic expert Sergiu Tofilat agrees that politics shouldn’t influence energy regulations because “politicians care more about ratings than about the adjustment of prices”, but he thinks the Energy Community’s position is biased. According to him, ANRE has continuously proven its inefficiency by not verifying the energy suppliers’ financial management, thus tolerating frauds and super-profits.<\/p>\n

Moreover, Sergiu Tofilat says that, when approving the rise in prices, ANRE violated the legal procedure because it didn’t publish the analytical materials so that interested citizens could study ANRE’s calculations and challenge them.<\/p>\n

“Mister Buschle is well aware of the serious crimes that are happening in Moldova’s energy sector. I personally sent him an email on July 16, informing him about a series of violations by ANRE and operators. Now, the inevitable question arises: whose interests is this Community defending?”, asks the expert.<\/p>\n

Tofilat added that another puzzling thing is that the Energy Community contested the audit initiated by the Court of Accounts at ANRE, while ignoring that in Romania, a EU member, there are no such restrictions.<\/p>\n
