What duties do you perform in your role as the Honorary Consul of Republic of Moldova to Illinois?

The main goals of the Honorary Consulate of the Republic of Moldova in Illinois are to enhance bilateral relations in trade, culture and community. The Honorary Consulate in Illinois, as opposed to a consulate general, does not handle legalization and documentation matters. My duties as Honorary Consul include facilitating relationships between businesses looking to invest in Moldova, acting as a local resource for Moldovan delegates, and working with various local organizations to strengthen the Moldovan community’s presence in Illinois.

How was the Honorary Consulate involved in organizing the 2nd edition of the Moldovan-American Convention in Chicago this May? Why is it important to organize this kind of events in the United States?

The Honorary Consulate, while not an organizer for the event, has extended its full support as the host city for the second annual Moldovan-American Convention. We have actively worked with the organizers, Moldova AID and NOROC Events & Promotions, to secure sponsors, work out event logistics, and extend our network and office space. It is important to organize events like the convention not only to bring leaders from both countries together, but also to demonstrate that the Moldovan community is growing and uniting in the state of Illinois. With the community of Moldovans in Chicago being the largest in North America, this event reinforces an already impressive presence and will encourage others to become involved.

How would you evaluate the quality of the Convention? Have the purposes been achieved?

I believe the convention was extremely well organized and very successful in its objectives. It brought together important individuals and prompted relevant discussions regarding Moldova and internal collaboration. In addition to an open dialogue, the convention allowed participants to network and form relationships that I see transforming into cooperative efforts that will trickle down into various parts of North America, as well as into Moldova directly.

Briefly tell us please what are the main conclusions of this edition?

In my opinion, the main conclusion of the convention was that there are very talented, dedicated individuals who are willing to assist Moldova. The convention showed that we have the minds and we have the resources to strengthen the community and make a difference both here and in Moldova, and now we just need a plan. By amassing a united group dedicated to improving Moldova, the convention has reignited peoples’ passion to help and demonstrated that the community is growing, which will have positive lasting effects.

Have you set the plans/goals for the future editions?

While I am not in a position to comment on the convention’s future objectives, I will say that in addition to facilitating discussion between key individuals, I hope to see a greater reach and influence of the Moldovan community living in the host cities for future years.

“The rule of the capital is simple: it migrates where it is safe to be and where it can produce results. Safety of the capital is the most important thing. That is why Moldova needs to promote adequate legislation to ensure the safety of foreign investments.”

What can you say about the specificity of the Moldovan diaspora in the Midwest, especially in the Chicago area? Since you have been an active member in the Romanian diaspora, are these two Diasporas different? Do they complement each other? How is the Moldovan diaspora different from other Diasporas in the region?

First of all, the Moldovan Diaspora in the Chicago area is very young, in terms of average age. They are hard-working people, with the majority involved in the trucking and transportation industry. There are also a number of professionals, doctors, business people, similar to other ethnic communities. I liked the fact that a good number of the Moldovans in Chicago participated in the November 30th, 2014 Republic of Moldova parliamentary elections. That shows that the local community is very much interested in Moldova’s future.

Second, the Romanian and the Moldovan Diaspora are not very different and they tend to complement each other. People like to meet each other, to go to the same churches together, to organize cultural events together, and more. However, the Romanian Diaspora of Illinois is larger and much older, going back to the end of the 19th century, when many people from Transylvania migrated here.

Lastly, the Moldovan diaspora is different in that it is smaller in size, while still highly active, than other Diasporas in the region – do not forget that Chicago is a global city – and while the Diaspora is growing, it shares many values with other Eastern European Diasporas such as Romanian, Ukrainian, Polish, Serbian, Croat, Lithuanian, Czech, Slovak, and Russian.

Since you are a successful businessperson in the US, it would be extremely beneficial to find out your opinion on how Moldova can be more attractive for foreign business investments. What are we missing in Chisinau that either scares foreign investors away or makes Moldova an unattractive land for economic opportunity?

The rule of the capital is simple: it migrates where it is safe to be and where it can produce results. Safety of the capital is the most important thing. That is why Moldova needs to promote adequate legislation to ensure the safety of foreign investments.

Next, the taxation system should be fair. Bureaucracy needs to be reduced to the minimum and full transparency should be the norm, not the exception.

A good example for Moldova to follow is Ireland or The Netherlands, as there is no need to re-invent the wheel. The high level of education of the Moldavian people combined with their desire to work hard could produce very good economic results, with one condition: give them the right system for a successful and happy life.

There are no rich countries and poor countries; there are only countries that are well managed and countries that are poorly managed.

With the right system in place, Moldova has the potential to grow its economy by at least 8-10% per year.

I would propose a number of trade missions to Moldova and to Illinois (or to the USA) and I would also suggest that political and business leaders from Moldova visit the United States more often, with clear messages for the business leaders in the USA.

What message would you address to potential American businesspersons or organizations that might want to get involved in supporting Moldova on its path to development?

The first message revolves around time and opportunity. Now is the right time to invest in Moldova. The second message would be political. We need to encourage discussion with all relevant political influencers in the United States in order to increase the country’s involvement in supporting Moldova’s development.
