The governing alliance DPM-LDPM-PCRM no longer has accession to the EU as an objective, according to IDIS “Viitorul” expert Leonid Litra. In the latest Foreign Policy Statewatch, he analyses the sudden change in the discourse of Moldovan officials after the last parliamentary elections.<\/p>\n

Previously, Prime Minister Iurie Leanca, President Nicolae Timofti and Foreign Minister Natalia Gherman, all said that Moldova would submit the EU membership application in the second half of 2015. However, the Democrats and the Lib-Dems have changed their mind after the elections. DPM’s Marian Lupu and LDPM’s Valeriu Strelet stated clearly that an application isn’t necessary because it would be rejected.<\/p>\n

The IDIS expert sees this as a \u201dclear sign that Moldova does not want an advancement of its relations with the EU\u201d and thinks that the true motivation is different. One of the reasons is the co-opting of the Communists in the governing coalition.\u201dRenouncing on the request of adherence aims at accommodating PCRM in the created coalition so that the latter mentioned could keep its electorate and could defend its position expressed during the electoral campaign\u201d, reads the analysis.<\/p>\n

Another reason, according to Litra, is that \u201donce submitted, the request of adherence could offer the EU a strong tool to interfere in some of Moldova\u2019s most important cases. The DPM, LDPM and PCRM\u2019s resistance to offer Bruxelles another tool to interfere in the internal affairs, especially in the context of the BEM scandal, is a more important factor than the priority of approximation to the EU\u201d.<\/p>\n

The expert also notes that “DPM and LDPM adopt a selective behavior when it comes to \u201cconsidering\u201d the advice of the EU in terms of the request of adherence and ignoring, for instance, the recommendations on reformation of the Prosecutor\u2019s office or fighting corruption\u201d. Moreover, Litra doubts the existence of the “advice”invoked by Strelet and Lupu, as neither of them referred to a concrete source.<\/p>\n

He suggests that Moldova could have and should have followed the example of Macedonia, who, despite being discouraged by EU officials, submitted the membership application and obtained the status of official candidate country, thanks to its own desire and initiative.<\/p>\n

\u201dFinally, the submission of the request of adherence and obtaining a positive outcome is almost entirely dependent on the willingness of Chisinau, and must be supported by specific reforms in the justice sector, fighting corruption, as well as a credible investigation of the BEM case. Abandoning the adherence request offers the possibility to temper the European course and weaken EU\u2019s influence, which marks a new stage \u2013 one in which the European integration is not an absolute
\npriority anymore\u201d, concludes the expert.<\/p>\n
