Moldovan citizens from Transnistrian region are put in the situation of choosing once they got the pensionable age: to receive a pension pension from Moldovan authorities or from the Transnistrian region administration. Unfortunately, it is only in theory. In practice, obtaining of pension from constitutional authorities for citizens from Transnistrian region is almost an impossible mission.<\/p>\n

While authorities from Chisinau declare, almost in a voice, that citizens are those who must decide from which side to receive their pension. In fact, they do not have an alternative. National Social Insurance Fund (Home) refuses setting and payment of pension for Moldovan citizens registered in territories that are not controlled by Chisinau. They are redirected to the social institution from their place of residence.<\/p>\n

Lower pensions and authorities\u2019 ignorance make the Moldovan citizens from the eastern region to choose easier way. As proof there are some data offered for Moldova.ORG by the Ministry of Labor, they say that only 20 people in the Transnistrian region can benefit the pensions from the Moldavian State Budget while the total number of pensioners in the region is about 140 thousand.<\/p>\n

\u201cChisinau \u201chave killed\u201d the patriots from Transnistria with its indifference\u201d<\/strong>
\n\"mihai_dirul1\"<\/a>Mihail D\u00eerul from Lunga village, Dubasari district is one of pensioners from left part of the Dniester River who insisted to get pension from the Republic of Moldova.<\/p>\n

He says that he addressed to the institutions from Chisinau but he was sent to ask for pension from Dubasari.<\/p>\n

They told me clearly, in face: If you want the pension from the republic of Moldova, you must live on the right side of the Dnestr River, for example in Criuleni. If your place of residence is in Transnistria, you must take the Transnistrian pension or to live without pension\u201d, the pensioner says.<\/p>\n

Mihail D\u00eerul says that he worked 13 years in Chisinau and as he does not recognize the regime from Tiraspol, he asked pension from National Social Insurance Fund (Home).<\/p>\n

\u201cI have sent 3 requests to NSIF and I have received a clear answer for none of them. They mock the people\u201d, he adds.<\/p>\n

Also the pensioner says that the most people in the region choose firstly to receive the pension from the Transnistrian administration.<\/p>\n

\u201cEven if, in an amazing way, someone would receive pension from Chisinau, that person should go to the nearest district controlled by Chisinau to get his pension. Here pensioners receive their pensions without delay, they receive it at home and it is bigger than in Moldova\u201d, he says.<\/p>\n

\n\"Ion-Manole-decup\"<\/a>Director of Promo-LEX Association, Ion Manole says that population from the left side of the Dniester is discriminated on the territorial criterions.<\/p>\n

\u201cCompared to pensioners from other countries, those from Transnistrian region are treated differently, what is an admissible thing from the legal point of view. We understand the arguments and problems invoked by authorities, but we consider that they have no place because these inactions are only the rights violation of those who live in this space\u201d, he says.<\/p>\n

Also, Ion Manole says that we cannot accept these arguments because the authorities do not show the evidence of efforts to resolve the situation.<\/p>\n

Director Promo-LEX says that the authorities are also guilty because they have not opened accumulation accounts of taxes to be paid by taxpayers in territory controlled by the administration of Tiraspol. “The fact that these retirees have contributed to the national budget is not their fault. There are steps from the constitutional authorities have requested that natural or legal persons in the region to pay taxes on those accounts of constitutional authorities”, Ion Manole adds.<\/p>\n

Bigger pensions and smaller retirement age<\/strong>
\nThe retirement age in Transnistria is 55 years for women and 60 for men (women with 3 children – 52 years, and those with 5 children – 50 years). At the same time according to Moldovan legislation, the retirement age is 57 years old for women and 62 years old for men.<\/p>\n

If the minimum pension provided by the authorities in Chisinau is MDL 710 (for agricultural workers), in the Transnistrian region it is 606 rubles (which is about a thousand lei), which adds to the financial aid offered each retiree Russian Federation USD 15.<\/p>\n

According to information provided by the Ministry of Labour for Moldova.ORG, that there are twenty beneficiaries of pensions from Moldova who live in Transnistria. Also 135 people in the region receive parental allowance.<\/p>\n
