Head Office for Migration and Asylum, Olga Poalelungi said for Moldova.ORG that it was ensured printing of necessary documents and &#8220;in near time it ends work on the release of these documents&#8221;.<\/p>\n<p>Authorities promise these acts to refugees every year, but unfortunately, there are only promises. The real reason for not issuing them, according to our sources, is that the Department of Migration has not completed a tender (which lasts for years) on the development of travel documents.<\/p>\n<p>Refugees which came to the Republic of Moldova 5 or 10 years ago have never been abroad. They cannot visit their family, they cannot go on holiday or to go for a treatment or surgery that are not available in Moldova. In short, they are deprived of free movement right.<\/p>\n<p>Osama Hmiames got into the same trouble, he is a Syrian come to Moldova 13 years and has had the refugee status for 12 years. His request for citizenship has already been denied twice. Osama says that not only is the Republic of Moldova unfair to him and but to other Syrians. \u201cWhen we ask for the citizenship, they reject our request without giving of any reason. Even though we have wives who are citizens of this country, children which were born here, we pay taxes and we are decent citizens. In other countries, refugees can get necessary documents to go abroad at the same time they become a refugee. Using this document, they can go anywhere. Moldova does not provide such documents, and every time I asked, they said \u201cIt will be soon! Namely, the Law on Asylum in the Republic of Moldova No. 270, which expressly provide that refugees, beneficiaries of humanitarian protection have the right for travel documents and respectively the states required to provide them&#8221;, Eduard Scutaru says, Promo-LEX lawyer.<\/p>\n<p>Eduard Scutaru says that the state might be punished according to the international standards for violation of refugees\u2019 movement rights.<\/p>\n<p>&#8220;On the international level, the state may be penalized by submitting an individual or collective application against Moldova at the European Court of Human Rights, alleging breach of Article 2 of Protocol 4, and of article 14,&#8221; he adds.<\/p>\n<p>Oleg Palli, chairman of Advocates Law Center, which has been involved in several cases concerning the rights of refugees, says that \u201cthe problem of documenting the travel documents for refugees is included in the EU-Moldova Action Plan&#8221;, and it gives hope that it will be solved\u201d.<\/p>\n<p>&#8220;Recently I have found out that the blanks for refugee&#8217;s travel (documents) have been printed and they are in stock at the REGISTRU, but it follows some internal adjustments between the REGISTRU and BMA, we do not know how long it might last,&#8221; the lawyer declared.<\/p>\n<p>Violeta Ga\u015fi\u0163oi lawyer says that the only solution for them is applying to court. &#8220;The authorities, through its actions, they violate the freedom movement for migrants, also their right to private life, and the right not to be discriminated against citizens who can move freely can enter and leave the country freely. The state is obliged not only to provide asylum, but also to respect their rights by legalizing in Moldova with appropriate issuance of the documents.
