The current Vice-Minister of Republic of Moldova, Igor Grosu, that was attacked in February 2009 in front of the building of General Prosecution, won the trial against the state at the European Court of Human Rights, with the help of the jurists from Promo-LEX.<\/p>\n

In January 2009, the police arrested a protester in front of the building of General Prosecution of Moldova. As a reaction, several civil organizations including Promo-LEX and CReDO, organised a protest on 3 of February 2009.<\/p>\n

Some minutes after the beginning of the protest, the protesters were attacked by six men that were wearing masks and that were spaying with tear gas and dye. As a result of the attack, Igor Grosu suffered several injuries of the head and hands and needed special treatment.<\/p>\n

The protesters defended themselves and managed to ward off the aggressors. Beside that, they managed to detain two of aggressors. One of them recognized that he had been paid 1000 lei by someone to participate at the attack.<\/p>\n

There had been noticed several policemen and civil persons nearby that didn’t intervene in the incident. There had been asked the help of the policemen and the prosecutors, but they didn’t react in any way. A police patrol appeared after about two hours and arrested the two aggressors.<\/p>\n

The prosecutors didn’t manage to find the other four aggressors. Two of them were punished with suspension, but no punishment were applied to the policemen.<\/p>\n

The European Court of Human Rights found that the articles 11 and 13 of the Convention for authorities’ omission to assure to public order and the personal security of the protesters, including the failure of the investigations.<\/p>\n

Thus, the Government of Moldova is forced to pay during 3 months moral and material compensations to Igor Grosu, the current Vice-Minister of Education.<\/p>\n","protected":false},"excerpt":{"rendered":"
