RFE:<\/strong>\u00a0Mr. Spanu, what does it mean the aid of million dollars from USA for Ukraine, Moldova and Georgia? As USA say, the money are offered to prevent the aggressive actions of the Russian Federation.<\/p>\n

Vlad Spanu:\u00a0<\/strong>The United States of America, especially the Administration and the Congress, see instability in this region, see Russia\u2019s aggression towards the former Soviet republics, and, in this context, decided to give an additional aid to the assistance given to these countries for reforms. The additional amount of money is given to support the defense capacity of Ukraine, Moldova and Georgia.<\/p>\n

RFE:\u00a0<\/strong>There were some strong <\/strong>reactions. For example, the Socialists Party in Moldova said that the United States are giving financial aid in exchange for Moldova to renounce its neutrality status, stated in its Constitution.<\/p>\n

V.S.:\u00a0<\/strong>I don\u2019t know if this is the case. I know one thing that the neutrality status did not make the Republic of Moldova a de-facto<\/em> neutral state, since there are Russian troops on Moldova’s territory in the last 20+ years of its independence. I think the objective of any political party in Moldova should be to not have any foreign influence in the country. In particular, the influence is from the Russian Federation with its forces that occupied a portion of the territory of Moldova and continues to control it.<\/p>\n

RFE:\u00a0<\/strong>How to block destabilizing activities directed against Moldova and Georgia with the assistance of this foreign aid?<\/p>\n

V.S.:\u00a0<\/strong>I suppose the governments of these three countries should prepare a clear strategy how to defend their countries from any type of Russian aggression. We see what is happening now in Ukraine. In 1992, we saw what happened in Moldova and Georgia, hoping that it will never happen again. But to be defended, the states need to have a defense capacity, to have their armed forces always ready, to have their security institutions prepared to counter any aggressive actions that takes place in Ukraine today but could be duplicated in Moldova.<\/p>\n

RFE:<\/strong>\u00a0<\/strong>Since Moldova gained independence, the United States provided assistance to consolidate democracy, good governance, justice and the anti-corruption reforms. In the last years, USA assisted Moldova in its EU integration process, commerce and energetic security. All these are vulnerable sectors of Moldova.<\/p>\n

V.S.: <\/strong>The\u00a0Republic of Moldova has many vulnerable positions, but the most vulnerable one is weak government institutions incapable of\u00a0managing properly the country. And corruption is among one of the causes. Due to the fact that the Moldovan politicians seek power as a method of guarantying\u00a0their accumulated wealth or increasing their wealth, the ordinary citizens loses their\u00a0trust in the state institutions. This is the biggest danger and the only solution to treat this cancer of the Moldovan society is the independent courts that actually do not exist nowadays. This should be the front and center objective of a political party that wants to govern the country but not to satisfy its individual or group interests.<\/p>\n

RFE:\u00a0<\/strong>Ok, but this financial aid given by the USA is not seen positively by the Russian Federation. And the strategic partnership between Chisinau and Moscow remains only on paper.<\/p>\n

V.S.:\u00a0<\/strong>How can you have a strategic partnership with Russia that occupies a part of your territory? This is nonsense and Moldovan politicians try to play on both ends (EU and Russia). It is totally wrong. The fact that Moldova is not where the Baltic States are, meaning in EU and NATO, proves one more time that the policies of some Moldovan parties and governments were wrong and we are in this situation as a result of wrong policies, promoted by Moldovan politicians.<\/p>\n

RFE:\u00a0<\/strong>Is there any difference between how the strategic partnership of Russia and Moldova is understood and how the partnership of USA and Moldova is understood?<\/p>\n

V.S.:\u00a0<\/strong>In a partnership, the partners work for a mutual benefit. Regarding the Russia-Moldova partnership, let\u2019s just list some actions of the Russian Federation towards Moldova: the embargo on Moldovan wines, the embargo on fruits, vegetables and meat, the discrimination of Moldovan workers in Russia, the economic discrimination and manipulation of the gas price, the presence of the Russian troops on the Moldovan territory and the support given to the separatist regime in Tiraspol. These actions discredit any attempt of any Moldovan political party to promote a strategic partnership with Russia.<\/p>\n

RFE:\u00a0<\/strong>So, what is the difference with the partnership between Moldova and USA?<\/p>\n

Vlad Spanu:\u00a0<\/strong>Again, let\u2019s make a list of things the US did for Moldova. Only in the last five years, the United States gave 21,4 million dollars to Moldova in 2010, $22,3 millions in 2011, $37 millions in 2012, $22 millions in 2013,\u00a0$20 millions in 2014 and $30 millions in 2015. This amount of money means reform programs aimed at finding solutions for important problems that Moldova\u2019s civil society faces. This money does not go to the Government only, but also to NGOs, to infrastructure projects such as roads. Let\u2019s see what road did Russia invest in? On the contrary, the money coming from the Russian Federation to Moldova goes to Transnistria to support the separatist regime in Tiraspol. So, the two cannot be compared. The United States has a strong desire to support Moldova to become independent and free, while Russia makes everything in its power to keep Moldova in its sphere of influence in the last 25 years.<\/p>\n","protected":false},"excerpt":{"rendered":"
