Russia\u2019s decision to introduce trade barriers with the Republic of Moldova is a \u201cpolitical\u201d one. According to Richard Youngs, Senior Associate on Democracy and Rule of Law Program at Carnegie Europe, both the Association Agreement with the European Union and the Free Trade with Russia are compatible.<\/p>\n

\u201cThe EU line is that there is no incompatibility, Moldova can have free trade with EU and Russia at the same time; if Russia chooses not to, this is a political not technical decision,\u201d Richard Youngs told Moldova.ORG.<\/p>\n

He added that the Moldovan companies that prefer to continue their trade with Russia rather than the EU will be able to do so, without the necessity to align their production to the EU standards.<\/p>\n

\u201cThe EU now has technical talks with Russia on trade elements to try to assuage its fears,\u201d Mr. Youngs said. \u201cWe will see if there is flexibility on each side, and of producers in different parts of Moldova converge on EU norms.\u201d<\/p>\n

Amid political and economic association between Moldova and the EU, Russia has imposed an embargo on various Moldovan products, such as wine, fruits and processed vegetables, which are the country\u2019s top export products.<\/p>\n

Speaking about Moldova\u2019s connectivity to EU gas network, Mr. Youngs stressed that it will take some time to switch from full reliance on Russian energy supply to the EU\u2019s resources.<\/p>\n

\u201cSo far the [European] Union is doing all it can to keep gas out of the measures taken against Russia,\u201d the Carnegie Europe expert said. \u201cOf course, if Russia steps back from the rebels in Ukraine and enters into talks, as proposed by Germany in particular, this will defuse tensions somewhat and possibly help Moldova.\u201d<\/p>\n

Moldova is expected to inaugurate its first pipeline with the EU, via Romania, on August 27. This project will link Moldova to EU\u2019s natural gas resources.
