Moldova\u2019s Association Agreement and the Commonwealth of Independent States (CIS) are two independent accords which entitle Moldova to trade both with the EU and Russia under preferential terms. A statement in this regard was made by the World Trade Organization (WTO) in an exclusive comment for Moldova.ORG.<\/p>\n

\u201cAn agreement between Moldova and Russia for example is independent of an agreement between Moldova and the EU,\u201d the WTO said. \u201cThe commitments and the provisions agreed under the two agreements may be different but they remain independent agreements. Any measure taken would have in any case to be in conformity with the rights and obligations of the Agreement concerned. Also, depending on what is specified in these Agreements, the WTO rights and obligations might also apply.\u201d<\/p>\n

According to the organization, the EU Association Agreements with Moldova, Ukraine and Georgia are very similar in structure and objectives.<\/p>\n

\u201cThere may be differences in the extent of tariff and services market access concessions which depend on offensive and defensive interests of the parties,\u201d the WTO added.<\/p>\n

The WTO claims that since the three countries that signed Association Agreements with the EU on Friday are not members of the Customs Union, \u201cthey can decide by themselves on the preferences they exchange with other countries.\u201d<\/p>\n

\u201cWhether they trade at zero tariffs with each other depends on the commitments agreed in the agreement itself. The case happens very often that preferential zero tariffs are granted to various countries at the same time under different trade agreements.
