Should Moldova leave the Commonwealth of Independent States (CIS) after it joined the European Union\u2019s Deep and Comprehensive Free Trade Area (DCFTA)? This becomes a question present more often among the discussions between the political experts.<\/p>\n

Opinions differ. Some analysts argue that Moldova should stay both in the EU\u2019s free trade area and in the CIS, while others claim that Moldova should choose a single way of development: the European integration.<\/p>\n

Vlad Spanu, the head of the Moldova Foundation based in Washington, D.C. told Moldova.ORG that the \u201cmoribund CIS\u201d is not compatible with Moldova\u2019s European integration efforts, even though some politicians are stating the opposite.<\/p>\n

\u201cIt is economic and politic non-sense,\u201d Vlad Spanu said. \u201cBy quitting CIS now, after signing EU’s Association Agreement, politicians in Chisinau will gain respect of Moldovan citizens, but also respect in many capitals, including Bucharest, Brussels, Washington and even in Moscow.\u201d<\/p>\n

According to him, the Association Agreement with the EU, which was signed on June 27 in Brussels, is \u201cjust the beginning of the hard work for the Republic of Moldova.\u201d He believes that both citizens and politicians of Moldova have to change their mentality \u201cfrom Soviet to European.\u201d<\/p>\n

\u201cUnfortunately, we still see the consequences of old mentality in many aspects of political and economic activities in Moldova in 2014,\u201d Mr. Spanu said. \u201cOne of the ways to overcome this barrier is for political party leaders to seriously think about bringing “young blood” into Moldovan politics, including inviting those young men and women who studied and gain experience and expertise in the West. The Baltic States are a good example for Moldova on this matter.\u201d<\/p>\n

Denis Cenusa, affiliated expert at the Chisinau-based \u201cExpert-Group\u201d think tank, shares another opinion regarding to Moldova\u2019s membership in international organizations. He said in a comment for Moldova.ORG that the Association Agreement with the EU does not oblige Moldova to leave any regional organizations, such as the CIS, even though the two trade frameworks have little in common.<\/p>\n

\u201cThe Association Agreement and its economic provisions envisage compatibility with other free trade accords existing between Moldova and other entities, such as the CIS,\u201d Denis Cenusa said.<\/p>\n

According to him, the free trade with the CIS, the EU and Turkey deliver significant benefits to Moldova, enhancing the country\u2019s attractiveness as potential destination for companies interested in exporting goods and services both to the West and the East.<\/p>\n

\u201cHowever, if Russia will enhance the restrictive measures against Moldovan goods, it will dilute and diminish the economic benefits of the free trade within the CIS by imposing the rules of the Customs Union, then the opponents of the CIS will gain the necessary argument to secede from the CIS,\u201d Mr. Cenusa said.<\/p>\n

The Republic of Moldova joined the CIS in December 1991, shortly after it gained its independence from the USSR. The agreement entered into force in Moldova in April 1994.<\/p>\n

The DCFTA\u2019s provisional application will start on the first day of the second month after both Moldova and the EU have fulfilled the required procedures on their side. The DCFTA is likely to start from autumn 2014.<\/p>\n
