On the case filed by the European Court of Human Rights (ECHR) against Russia, called \u201cCatan and Others,\u201d the Committee of Ministers of the Council of Europe (CoE) found that the Russian Federation did not comply with the ruling.<\/p>\n

In October 2012, the Grand Chamber of the ECHR published its judgment in the case of \u201cCatan and others vs. Moldova and Russia,\u201d regarding the forced closure of Latin-script schools and harassment and intimidation of ethnic Moldovans in the separatist region of Transnistria, a breakaway region of Moldova. The Court ruled that Russia was responsible for violation of the right to education of the applicants.<\/p>\n

\u201c[Russian authorities have] still not provided concrete information on the individual or general measures taken or envisaged to give effect to the Court\u2019s judgment, including on the payment of the just satisfaction awarded by the Court to the applicants,\u201d the deputies of the Committee said in a joint statement.<\/p>\n

Considering the ongoing infringement of the right to education in the Transnistrian region, CoE calls on Russian government \u201cto take all possible measures to put an end to the violation of the applicants\u2019 right to education.\u201d<\/p>\n

Furthermore, the Moscow-based authorities are asked to provide within one month, information about their plans to guarantee full and free functionality of the Latin-script schools in the region, especially during the 2014\/2015 school year.<\/p>\n

Russia is also asked to submit by September 2014 the latest, \u201ca global action plan or action report responding fully to the Court\u2019s judgment.\u201d The country is expected to pay the applicants \u201cthe just satisfaction awarded by the Court.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
