One of them could resemble the \u201cBalkan scenario\u201d when an increase in number of asylum-seekers entailed several European countries to call on the European Commission to reintroduce visa requirements.<\/p>\n<p>A similar scenario is likely in Moldova as well if national authorities will not be able to ensure protection of minority rights and the situation in Transnistria will become tenser.<\/p>\n<p>\u201cVisa reintroduction is temporary (for six months) and can only be done after careful evaluation of the causes of the visa-free regime abuses,\u201d Mr. Cenusa said in his report.<\/p>\n<p>Another issue that might arise is the use of visa liberalization for labor purposes, a phenomenon known as \u201ctourism with working purposes.\u201d Since Moldovans are entitled only to travel and not seek work, violation of this rule might create \u201cnegative effects on the country&#8217;s reputation in the EU.\u201d Furthermore, it might endanger the sustainability of the visa-free travel regime.<\/p>\n<p>\u201cApparently, this is a minor risk, due to the limited demographic capacity of the country and the previous migration flows,\u201d the expert said. \u201cNevertheless, tightening the conditions of Moldovan workers in the Russian Federation may cause a shift of the migration flows to the West. This phenomenon might be conditioned by the recovery of the European economy.\u201d<\/p>\n<p>A third challenge is the misconception among people about the rules of entry in the Schengen zone.<\/p>\n<p>\u201cAlthough the visa regime has been liberalized, the previously imposed requirements are still valid,\u201d Mr. Cenusa pointed out. \u201cTherefore, checking the documents confirming the purpose of the visit, proof of sufficient funds and return tickets etc., might take place when crossing the Schengen states border (including Romania, Bulgaria, Croatia and Cyprus).\u201d<\/p>\n<p>Last, but not least, as demand for biometric passports increases, illicit activities of passport counterfeiting are likely to emerge \u201cespecially in the existent corruptive environment in public institutions and the lack of control over the Transnistrian region and the local population records.\u201d<\/p>\n<p>The author adds that Ukrainians might be more eager now to get a Moldovan biometric passport to ease their travel within the EU.
