The village, located at the so-called border with separatist region of Transnistria, is currently under the administration of the constitutional authorities based in Chisinau.<\/p>\n<p>The initiative to organize a referendum came from Piotr Dobrinschii, so-called president of the village soviet of Dorotcaia, an illegal and unrecognized body by the constitutional authorities.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignright size-medium wp-image-382050\" alt=\"Map Dorotcaia\" src=\"http:\/\/www.moldova.org\/old\/wp-content\/uploads\/2014\/03\/Map-Dorotcaia-300x289.jpg\" width=\"300\" height=\"289\" \/><\/p>\n<p><span style=\"line-height: 1.5em\">\u201cThe inhabitants do not support this idea,\u201d the mayor of Dorotcaia, Andrei Lesco\u00a0told Moldova.ORG.\u00a0<\/span>Mr. Lesco said that Mr. Dobrinschii warned him that he seeks organizing a referendum in the village asking people whether they want to go under the administration of the separatist leadership based in Tiraspol, which is about 50 km away.<\/p>\n<p>He added: \u201cDobrinschii has promoted this initiative for several years and has urged the people to get Transnistrian citizenship (unrecognized by the international community) to have all the benefits provided by Tiraspol: a retirement age lower by 2 years compared to the right bank of the Nistru River, as well as a higher pension. Considering the current situation, he tells the people that, should they get Transnistrian citizenship it will be easier for them to acquire Russian citizenship as well.\u201d<\/p>\n<p>The head of the Reintegration Office based in Chisinau, George Balan told Moldova.ORG that he is up to date with this initiative, calling it illegal.<\/p>\n<p>\u201cAll competent authorities will be involved to make sure the legislation of the Republic of Moldova is respected,\u201d Mr. Balan said. \u201cThese are some illegal initiatives which do not require comments. They are some artificial attempts to destabilize the situation.\u201d<\/p>\n<p>According to him, a special attention is being paid to the villages located in the Security Zone.<\/p>\n<p>\u201cThey benefit from financial support and large investments,\u201d he added.<\/p>\n<p>A former member of the Joint Control Commission (JCC), Ion Leahu said that the central authorities and the local ones did not invest enough time to deal with this issue. According to him, the so-called president of the village soviet has absolutely no right to organize a referendum because he \u201cis not a legitimate person.\u201d<\/p>\n<p>\u201cHowever, Dorotcaia village soviet is formal,\u201d he explained. \u201cThe Russians established this body in 1992 and it exists ever since. There is, obviously, a segment of population which is in favor of this soviet.\u201d<\/p>\n<p>Mr. Leahu said that the central authorities of Moldova do not give sufficient material support, which is lower than the ones provided by the secessionist administration.<\/p>\n<p>\u201cPensions are bigger, the utilities are lower,\u201d he said. \u201cChisinau offers compensations but they do not compensate 100%.\u201d<\/p>\n<p>Political expert associated with \u201cPromo-LEX\u201d Alexandru Postica said that the referendums organized in Moldova have to be conducted with respect to the Electoral Code. Referring to the eventual referendum in Dorotcaia, Mr. Postica stated that \u201cit is an illegal initiative because it seeks secession. We cannot consider such an action legal.\u201d<\/p>\n<p>He added: \u201cThe support provided by the government now is not sufficient to make the people of Dorotcaia satisfied. We cannot deny the aid which has been delivered.
