The statement was made exclusively for Moldova.ORG by Sonja Isella, spokesperson of the Swiss Federal Department of Foreign Affairs (FDFA) based in Bern, which holds the OSCE Chairmanship this year.<\/p>\n<p style=\"text-align: justify\"><span style=\"font-size: 12px\">&ldquo;For the stability and prosperity in the region &ndash; and particularly for the population concerned on both sides of the river [Nistru] &ndash; it is important to lead the Transnistrian Settlement Process to a solution,&rdquo; the statement said. &ldquo;For that purpose, the OSCE established the &ldquo;Permanent Conference on Political Issues in the Framework of the Negotiation Process for the Transdniestrian Settlement in the 5+2 Format&rdquo;. Switzerland fully supports this format and intends to further advance this process through meaningful dialogue.&rdquo;<\/span><\/p>\n<p style=\"text-align: justify\">Serbia is the following country to take over the OSCE Chairmanship from Switzerland in 2015. Therefore, both incumbent Swiss government and Serbian leadership have set a common roadmap for 2014-2015 that is designed to address the challenges in the Balkans and Caucasus region.<\/p>\n<p style=\"text-align: justify\">Regarding the Transnistrian conflict, Switzerland and Serbia appointed Ambassador Radojko Bogojevic as Special Representative for the 5+2 talks for the whole two year period of the two consecutive chairmanships.<\/p>\n<p style=\"text-align: justify\">&ldquo;In this regard, Switzerland hopes that good will and constructive approach will deliver concrete results and solve specific problems on the basis of confidence building measures,&rdquo; the Swiss FDFA said.<\/p>\n<p style=\"text-align: justify\">The Swiss leadership considers that it is about time to discuss the political status of Transnistria, even though there is a certain degree of thwart.<\/p>\n<p style=\"text-align: justify\">&ldquo;We believe that a political solution must be addressed even if there currently is reluctance to consider political and security issues in the 5+2 talks,&rdquo; the statement said.<\/p>\n<p style=\"text-align: justify\">It continued, saying that no specific conflict resolution model can be exported from Switzerland to Transnistria because every situation is unique. Therefore, the Swiss OSCE Chairmanship intends to bolster mediation abilities within the OSCE by proving expert training on peace mediation.<\/p>\n<p style=\"text-align: justify\">&ldquo;Switzerland does not have a model which can be exported to Transnistria. Every context is unique, and a Swiss approach can only mean that a lasting solution must be found in the local context. We hope to strengthen OSCE mediation engagement in all OSCE conflict regions, including Transnistria,&rdquo; the statement from Bern added.<\/p>\n<p style=\"text-align: justify\">Moreover, the Swiss diplomacy body believes that it &ldquo;will take political and renewed commitment of all involved sides&rdquo; in this conflict to find a beneficial solution for people on both banks of the Nistru River. &nbsp;<\/p>\n<p style=\"text-align: justify\">The Transnistrian conflict settlement is made within the &ldquo;5+2&rdquo; format. It includes representatives of the sides, mediators and observers in the negotiation process &#8211; Moldova, Transnistria, Russia, Ukraine and the OSCE (as mediators), and the US and the EU (as observers).<\/p>\n<p style=\"text-align: justify\">Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n<p style=\"text-align: justify\">In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
