The conditions of the loan offered by the World Bank for implementing the Competitiveness Enhancement Project II (CAP II) for improving the business environment, development of small and medium enterprises and increasing their access to finance has been the subject of today’s meeting between the Minister of Economy, Valeriu Lazar, and World Bank team.<\/p>\n

The project objectives and the design of the PAC II were discussed at the meeting, as well as the agenda, the type of financing, circumstances of implementation and procedure etc.<\/p>\n

Valeriu Lazar mentioned a number of policies that fully correspond to the policy matrix developed by the World Bank, with which the Ministry of Economy moved towards to improving the business environment in the country. However, he stressed that it remains a priority for the Government.<\/p>\n

The official also said that businesses should be funded not only at the startup stage in the framework of the existing platform of the Organization for Small and Medium Enterprises, (OSME) but also at other stages of development, as well as at the stage of business internationalization. In this regard, the Organization for Promoting Exports and Attracting Investments will be developed following the OSME model.<\/p>\n

"The quality of the business environment must be seen through the performance of the private sector. Now, we need a nationwide accountability of institutions in improving the business environment and better policy coordination in resource allocation among all donors. We already have enough tools for inter-institutional coordination, we need to follow work on implementing it by all institutions under the personal responsibility of these institutions directors", the Minister of Economy said.<\/p>\n

In turn, Melissa R\u0119kas, the leader of the World Bank team for Private Sector Development in Moldova, stressed the need to strengthen inter-institutional coordination between the Ministry of Economy and businesses and between the Government and business to implement this loan.
