The Republic of Moldova pays more than the EU member states for Russian natural gas. According to Emmet Tuohy, research fellow at International Centre for Defense Studies headquartered in Tallinn, Estonia, “Moldova paid $392 per thousand cubic meters in 2012, more than the average paid by (far wealthier!) European countries.”<\/p>\n

Therefore, the expert welcomes the project Moldova undertakes together with its Western neighbor, Romania. The two countries are expected to start building a joint pipeline as of August 27, 2013. The project will supply Moldova with alternative energy sources and will no more fully rely on Russia’s resources.<\/p>\n

“This pipeline project is tremendously important to Moldova above all because it represents a real possibility of ending the country’s complete dependence on Russia—currently the source of 100% of its natural gas imports,” Emmet Tuohy said in an interview with Moldova.ORG<\/a>.<\/p>\n

The Estonian researcher said that Russia’s Gazprom claims that “its long-term contracts are fair, and provide “stability”.” However, he argues, stability is not a factor in the energy relationship of Moldova and Russia due to the unpaid Transnistrian gas consumption debt.<\/p>\n

Russia claims that Chisinau should pay over $4 billion for Transnistria’s consumption before any settlement of the conflict can be reached.<\/p>\n

Mr. Tuohy stressed that full repayment of the debt by the Government of Moldova is unlikely. Therefore, he suggests that Russia should admit the reality on the ground and come up with some concessions.<\/p>\n

“It can do so by, for example, offering a full or partial cancellation of the debt in exchange for guarantees that its legitimate economic interests (e.g., the investments made by Russian citizens) in the region will be respected by all parties to an eventual conflict settlement,” the researcher said.  <\/p>\n","protected":false},"excerpt":{"rendered":"
