The ranking shows that the Republic of Moldova, along with China, India, Uganda, Armenia, Vietnam and other countries &ldquo;demonstrate rising levels of innovation compared with their peers.&rdquo;<\/p>\n<p>Although progress is not the same in every country, the Index reports that this is a result of a good mixture of policies, which includes institutions, infrastructure, skills, relations with the business community, as well as integration to global markets.<\/p>\n<p style=\"text-align: justify\">GII 2013 identified 18 emerging economies that &ldquo;outperform other countries in their respective income groups.&rdquo; In the lower-middle income group, Moldova tops the ranking in terms of innovation. It is followed by Armenia and India.<\/p>\n<p style=\"text-align: justify\">According to the GII rankings, Latin America is the continent with the most significant improvement. Costa Rica is the leading country in the region.<\/p>\n<p style=\"text-align: justify\">&ldquo;Underperforming countries can boost their innovation capabilities by developing hubs in which large companies, whose business goals are aligned with the objectives of the innovation hub, can play a key catalyst role,&rdquo; said Barry Jaruzelski, Senior Partner and leader of the Global Engineered Products &amp; Services Practice at Booz &amp; Company. &ldquo;Enterprise champions, including state-owned enterprises, family-owned conglomerates, and multinational corporations, can be the critical drivers of innovation hub activities.
