Moldova wants to postpone the implementation of the energy agreement with the European Union. Moldovan Premier Vlad Filat said that he is going to request the EU to extent the implementation period with four years. Republic of Moldova is currently expected to conclude their reforms and make adjustments in line with the EU regulations by 2016. If accepted by Europeans, Moldova will have to end alignment by 2020 as Premier Filat requests.<\/p>\n

Although official application has not been submitted yet, Vlad Filat will officially request the adjournment on the 18th of October in Montenegro where will take place the 10th Ministerial Council Meeting.<\/p>\n

The Protocol concerning the accession of the Republic of Moldova to the energy community states that the country must ensure that all non-household customers are eligible by January 1, 2013, while all other customers by January 1, 2015.<\/p>\n

Moldova was approved to join the Energy Community in December 2009. Following the signature of the Accession Protocol in March 2010, Moldova became the eight full-fledged member of the Energy Community as of May 1, 2010.<\/p>\n

Republic of Moldova faces now difficulties in terms of acquiring low-cost natural gas. Entirely dependent on Russian gas, the ex-soviet republic did not renew their contract with Gazprom – the Russian natural gas supplier – because Moldova received a deal from the European Union.<\/p>\n

Russia promised Moldova to get a 30% discount in price for natural gas if they will give up any negotiation with the European partners. After several trips to Moscow and Brussels, Prime Minister Filat seems to have found the solution to the energy crisis of his country. He postpones the energy deal with the EU.<\/p>\n

According to Mr. Filat, there are ongoing negotiations with the Russian partners to provide “an acceptable” price for the Russian natural gas.<\/p>\n

Moldova’s breakaway region of Transnistria is an issue in Moldova-Russia energy relation. The secessionist region has a huge debt for Russian natural gas which is unpaid for several years now.<\/p>\n

In a recent public statement in Chisinau, the leader from Tiraspol – so-called capital of the region – said that the “debts are paid only by cowards.” Transnistria’s debt hikes to $3.5 billion. The separatist administration insists that Moldova should discharge the debt.<\/p>\n

Vlad Filat’s coalition fellow Marian Lupu, who is the speaker of the Parliament, previously said that rejecting the EU energy agreements will mean “ten steps behind on the European integration pathway.”<\/p>\n

Energy expert Ion Muntean working for IDIS “Viitorul” told MOLDOVA.ORG that any deals coming from Russia have to be carefully studied from both qualitative and steadiness perspective to make sure they do not break the rules they have with the European Union.<\/p>\n

“Such a thing does not remove the follow-on and development of new partnerships with the East as long as moral principles of the strategic partnership with the West will not be violated,” said Ion Muntean.<\/p>\n

According to him, current energy crisis has a far-fetched character intended to test the energy policy consistency advanced by the Government in order to become a pattern for other countries.<\/p>\n

“The best solution is to continue a balanced and correct dialogue in a temperate pace,” Ion Muntean said. “The future of the energy agreement with Russia depends on the external developments very much, which in recent years has experienced a bright evolution at both technical and political level.”  <\/p>\n","protected":false},"excerpt":{"rendered":"
