Moldova struggles with an energy deal dilemma. During his visit to Moscow a week ago, Moldovan Premier Vlad Filat was told by the Russian partners to give up EU energy partnership if he wants a discount of the Russian natural gas.<\/p>\n

“Russia proposes that Moldova must first denounce the protocol on its entry in the EU’s Energy Community,” Russian Energy Minister Alexander Novac said, quoted by Russia’s Gazeta.ru.<\/p>\n

Vlad Filat returned to Moldova without signing a new contract with the Russian natural gas supplier Gazprom. Yesterday the Prime Minister went to Brussels and met with EU Commissioner for Energy Günther Oettinger.<\/p>\n

The press office of EU Energy Policy department could not give any specific details about the meeting because it was a bilateral non-public one. However, sources claimed that the “talks were constructive and took place in a good atmosphere.”<\/p>\n

A press release of the Moldovan Government informs that during Mr. Filat’s visit in Brussels were discussed subjects related to Moldova-EU cooperation within the energy area, “referring to the results of this cooperation up until now, as well as the future perspectives.”<\/p>\n

Asked by national media today, Premier Filat avoided answering if the European Union asked for guarantees in terms of Moldova’s continuous involvement in the energy projects of the EU.<\/p>\n

Moldovan Minister of Economy Valeriu Lazar said that Moldova can have good relations with both Russia and the European Union. He stated that Russia’s offer will be made public in less than two weeks and that Moldovan side has to carefully examine it.<\/p>\n

The foreign press writes that Moldova is the first victim in the conflict between EU and Russia’s Gazprom. European Commission suspects Gazprom of exclusionary behavior in terms of obstacles to supply diversification, barriers to network access and possible imposing excessive prices.<\/p>\n

“Such behavior, if established, may constitute a restriction of competition and lead to higher prices and deterioration of security of supply. Ultimately, such behavior would harm EU consumers,” the EU Commission reported.<\/p>\n

The Russian concern supplies a large quantity of natural gas to the Eastern European countries such as Poland, Czech Republic, Romania, Moldova, Ukraine, Belarus and others. The Unified Gas Supply System of Russia includes 164.7 thousand km of gas trunk lines and branches.<\/p>\n

Moldova currently lacks a renewed contract with Gazprom. Moreover, Russia demands Moldova to pay a high debt which covers the expenses of the Transnistrian region. Moldovagaz owes Gazprom over $680 million, this being the debt of 2006-2008. Less than 8% of this amount is the debt of Moldova, the rest belonging to the Transnistrian region. Transnistria’s debt to Gazprom currently amounts three billion dollars.
