The program reflects aspirations corresponding to relevant international development agendas, such as the Millennium Development Goals (MDGs) and the United Nations-Moldova Partnership Framework &ldquo;Towards Unity in Action&rdquo; (UNPF). The program aims to contribute to the economic progress with a growing supply of new jobs to ensure macroeconomic stability, improved quality of life, a wider international recognition of the Republic of Moldova. The program elaborates policies, strategies and expected results for a progress in ensuring a decent work for all.<\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">During the inauguration ceremony, experts have noted that the employment rate in Moldova fell from 54,8% in 2000 to 38,5% in 2010, which means 420&nbsp;000 jobs lost in 10 years. Therefore, an increased attention and priority in public policies concerning labor market should be given to increasing the activity and employment rates. The participation rate in work in 2010 was 43% for men and 38,6% for women. The decrease in the employment rate affected equally men and women. For example, between 2006 and 2010 the employment rate for men decreased from 45,5% to 40,9%, while the rate for women decreased from 40,5% to 36,4%. Work inactivity became over the years a feature of the Moldovan society. The total number of economically inactive people increased with 35% between 1999 and 2009. In 2010, the inactivity rate reached 58,4% (61,4% for women and 55% for men), basically conditioned by disability or discrimination based on age and family responsibilities. For example, 268 700 of people went abroad in the first quarter of 2011, comparing to 286 600 in the same period of 2010, according to the data of the National Bureau of Statistics. The program&rsquo;s strategy aims to ensure a better coherence between social and economic policies and social protection of vulnerable people. <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The Country Program focuses on several priorities: a better governance of the labor market, promoting decent work and employment opportunity and a better social protection system. The program will provide technical assistance for the establishment and operation of an effective mechanism for resolving labor disputed in the Republic of Moldova. &nbsp;A special emphasis is put on the observance of the freedom of association and right to collective bargaining, along with non-discrimination at work. Mark Levin, the director of the technical assistance team and country office, ILO for Central and Eastern Europe, pointed out: &ldquo;The first priority is to promote social dialogue in Moldova in industrial relations, collective dialogue, and international labor standards implementation. Promoting employment opportunities and youth unemployment are a major challenge for Moldova. Referring to the importance of the social dialogue, employers questioned the optimistic results outlined in the document, calling down the authorities for restricting commercial agents&rdquo;.<\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">The Country Program provides better opportunities for Decent Work for young people. Republic of Moldova will expand the involvement of migrants in the social security system by developing and implementing social security agreements. Health and Work Safety Policies and Programs will be improved according to international labor standards. <\/span><\/p>\n<p class=\"MsoNormal\"><span lang=\"EN-US\">Valentina Buliga, the Minister of Labor and Social Protection emphasized that &ldquo;everything depends on financial and economic capacities of the country.
