The International Monetary Fund (IMF) issued a note with recommendations and observations which are aimed to elicit views on policy issues. These remarks will be included in the staff report to be discussed by the Executive Board of the IMF. The report involves issues regarding the macroeconomic developments in Moldova, fiscal policy, monetary policy, financial sector and structural reforms.<\/p>\n

IMF’s research shows that Moldova’s economy hiked by 14% during 2010-2011, while in early 2012, the economic activity slowed down significantly. It reflects the weakening of the external demand and the cold winter Moldova experienced. According to the report, Moldova’s economy is expected to improve, although there are several risks which can be involved.<\/p>\n

Concerning the fiscal policy, Moldova has registered progress in the last two years on the way to restoring fiscal sustainability.<\/p>\n

“The fiscal deficit declined from over 6.3 percent of GDP in 2009 to about 2.4 percent in 2011. The 2012 budget, supported by comprehensive tax policy and expenditure reforms, aimed to bring the deficit below 1 percent of GDP,” the IMF study shows.<\/p>\n

When it comes to monetary policies, the “inflation outlook over the next two years is consistent with the NBM’s 5 percent target,” according to the report. IMF recommends a pause to assess the impact of the implemented policies.<\/p>\n

The International Monetary Fund says that the country’s basic task is to accomplish the move to a fully-functional market economy.<\/p>\n

“In the last two years, Moldova has embarked on comprehensive reforms in taxation, civil service, education, pension and social assistance, energy sector, external trade, and business regulation. With these reforms, the country has advanced by 18 positions to rank 81 in the World Bank’s 2011\/12 “Doing Business” survey and came second on its list of top reformers in the year. Completing these reforms will help attract new export-oriented investment in the period ahead,” the IMF report states.<\/p>\n

Other reforms such as better protection of property rights, more efficient trade and investment regime, as well as a stable and transparent policy environment are key factors to attract foreign investors.<\/p>\n
