The previous Moldovan-Ukrainian-Russian negotiations on signing a new contract to purchase natural gas from the source have been difficult. A thorough analysis was made by IDIS Viitorul, a research and outreach organization in Moldova which activates in the field of economic analysis, governance, law, political sciences, strategic and organizational science.<\/p>\n

The parts tried at the beginning of April to negotiate the new contract and reduce the purchase price of the natural gas.<\/p>\n

“In this process Moldova’s efforts have been focused more on the dialogue with the Open Joint Stock Company Gazprom in order to identify a solution concerning the third energy package implementation and respect the ownership rights of the only gas supplier. Meanwhile, Ukraine’s efforts have focused more on the dialogue with external partners, potential gas suppliers in order to reduce dependence on imported natural gas from Gazprom,” informs IDIS Viitorul in a report issued today.<\/p>\n

According to the source, Moldova’s neighbor Ukraine is covering 25% of its natural gas needs from its own resources and importing gas not only from Russia but also from Turkmenistan. Ukraine tries to find another natural gas provider, while Moldova continues its bilateral dialogue with the aim of signing a new contract to purchase gas.<\/p>\n

Moldova gets its natural gas supplies exclusively from Russia. <\/p>\n

“The big “problem” is that it is all about Ukraine and Moldova, countries through which large quantities of Russian gas are transited to many of Open Joint Stock Company Gazprom’s European customers,” according to the report.
\nOver 80% of the gas volumes delivered to European consumers transit Ukraine and of these about 17 to 20 billion cubic meters pass through Moldova. Regarding Ukraine, it overtly insists on having control over Naftogaz. The monopolistic gas company in Ukraine Naftogaz, “will be divided into two different companies, a transport company and a production one and the same draft law proposes a ban on leasing or privatization of the gas transport system,” the analysts from IDIS Viitorul say.<\/p>\n

The implementation of the third energy package in Moldova is quite difficult.<\/p>\n

“There is a historical problem, that of the debts, even if the new official in Tiraspol previously said that Transnistria recognizes the debts for natural gas to Gazprom and seeks solutions for this. On the other hand the political substrate of the problem, whose solving entails a more consistent trilateral dialogue, cannot be neglected,” shows the report.<\/p>\n

The ownership of the natural gas system of Moldova, Gazprom is the controlling shareholder of the ‘monopolist gas company SA Moldovagaz’.<\/p>\n

“The adoption of the Ukrainian example seems more difficult, requiring the direct participation of Gazprom in talks which, from the beginning, involves illusory positive results if what is actually discussed is creating conditions for access of competitors to this market,” according to the source.<\/p>\n

In conclusion, the report states that all these issues should be clarified before taking a decision to implement the third energy package.<\/p>\n

“The final solution can be only one of the two, either are implemented the principles of the liberalized European energy market with nondiscriminatory rules or are further tolerated regulations imposed by the east under which the Republic of Moldova must comply with conditions imposed by the sole supplier of natural gas.”
