\nMoldovan authorities together with the Gazprom Russian company must reconsider the natural gas pricing formula for Moldova and the payment for transited gas via Moldovan territory in 2011.<\/p>\n

The statement was provided by the Institute for Development and Social Initiatives (IDIS) Viitorul within its study entitled the Expiration of the Gazprom-Moldova Contract Term – New Possibilities for the Energy Safety of Moldova, presented on a press conference on Tuesday.<\/p>\n

Study author Ion Muntean said it is necessary to reconsider the gas pricing formula when holding negotiations, taking into account its cost at the international market.<\/p>\n

"Moldovan authorities could not change the gas-transit fee till now, which is permanent in spite of the fact that imported natural gas prices went up 3 times within last 10 years. Thus and so, Chisinau shall increase respectively the payment for gas transited to Europe via the republican territory, if there are implemented European prices on gas for Moldova", Muntean said.<\/p>\n

According to him, the majority of sad occurrences in the country gas sector are rooted in the mysterious contract concluded in favor of a party.<\/p>\n

"The fact of existence or absence of any intermediaries, as well as any commission charges for gas supply according to the contract is unknown, because the contract is confidential. But I am sure that such secrecy is an illegality to consumers, that must be eliminated", the expert said.<\/p>\n

He said that 2010 is the last year, when Moldova imports Russian gas at a lowest than the European price. But the reconsideration of the duty on transit gas from Russia to the Balkans is a great possibility, which Moldova can not miss when holding next negotiations.<\/p>\n

The expert advised authorities to raise incomes from the Russian gas transition via the Moldovan territory in a special fund, and to not include it in the gas pricing formula for final consumers, because thus and so, one can provide subsidies only to low-income people.<\/p>\n

Director of the National Energy Regulatory Agency of Moldova (ANRE) Victor Parlicov said that natural gas will rise in price starting from 2011.<\/p>\n

"The actual natural-gas-transition price does not cover expenses of Moldovagaz, and the tariff must be doubled for transforming it into a profitable enterprise. I can say that Moldovagaz losses were neither earlier, nor now born by consumers, because they were born only by the enterprise", Parlicov said.<\/p>\n

Infotag’s dossier: The Russian natural gas transit via Moldova costs US$2.5 per 1 thousand cubic meters of gas for the 100-km distance. Every year, the aggregate amount of the Russian gas transit via Moldova is about 22-24 billion cubic meters or about 18% of its aggregate exported amount.<\/p>\n

Moldovagaz was created in 1999. About 50% of its stocks belong to Gazprom, 35.33% to Moldova and 13.44% to the Transnistrian leadership. The region announced about its unilateral withdrawal from the company and provided its stocks to the Gazprom entrusted administration in 2005. Gazprom and the Moldovan Government signed the cooperation agreement till 2011 in December 2006, according to which the natural gas price for Moldova must be gradually increased to the level of prices for Europe.<\/p>\n","protected":false},"excerpt":{"rendered":"
