Prime Minister Vlad Filat today chaired a cabinet meeting, the government’s communications and press relations department has said.<\/p>\n

At the beginning of the meeting, Prime Minister Vlad Filat thanked all the colleagues who had been involved in the holding of the constitutional referendum and managed to organize the event exemplarily.<\/p>\n

"We gave Moldova’s citizens the opportunity to participate in the decision-taking process directly. We will organize the forthcoming parliamentary elections by offering all the citizens the opportunity to express their political will by vote," the prime minister said.<\/p>\n

Vlad Filat asked State Minister Victor Bodiu to present to the parliament’s permanent bureau all the priority draft legislative acts so that that they are included on the agenda of the plenary meetings scheduled for 9 and 10 September 2010.<\/p>\n

At the meeting, the government relieved Veaceslav Dobinda of his duties of Moldova’s ambassador to Estonia and appointed Victor Guzun to this post.<\/p>\n

The government approved a decision on the creation of the National Council for State Border’s Integrated Management.<\/p>\n

The draft law was elaborated to join efforts of the relevant national authorities to elaborate a draft national strategy on the integrated management of the state border, in line with the modern requirements and experience of the EU member states, especially in terms of coordinating actions to prevent and discover illegal migration and related offences, as well as other cross-border offences.<\/p>\n

Under the approved decision, the National Council for State’s Border’s Integrated Management will be a consultative body and will bring together representatives of authorities in charge of state border’s integrated management (Border Guards Service, Customs Service, Interior Ministry, Security and Information Service and other relevant bodies). The decision was approved as the government is initiating procedures to liberalize the visa regime with the European Union.<\/p>\n

The task of the newly-created council resides in optimizing and facilitating communication and cooperation between the body in charge of managing the state border and other authorities of the central and local public administration. The council’s mission is to contribute to enforcing the authorities’ decisions on measures adopted to ensure security at the state border and optimize its management.<\/p>\n

Under another decision, the cabinet operated amendments to a government decision from 19 September 2001 on the declaration of goods by economic agents from Moldova’s eastern district. The amendments will allow optimizing mechanisms and ways to export the production of the enterprises from the eastern districts.<\/p>\n

The government also approved a decision on the allocation of 1,364.5 million lei from a special account to help the flood-hit people, so as to give the third installment of material aid worth 500 lei to the people who suffered in the wake of the last summer floods.<\/p>\n

Finance Minister Veaceslav Negruta said that the money would be sent to the district councils of Hincesti, Ungheni, Briceni, Cantemir and Nisporeni.<\/p>\n

At the same time, the government decided to transfer 180,000 lei to the Education Ministry from the special account to help the flood victims, to cover the spending for the temporary accommodation of the flood-hit people at the headquarters of a vocational school, boarding school and construction college from Hincesti.<\/p>\n

Also today, the government heard a report on the assessment of the post-flood needs. The assessment was made by local and international experts, at the government’s request with the assistance of development partners. Estimative data show that the damages and losses inflicted by floods amount to 535.25 million lei. At the same time, experts said that the related changes which affect the economic flows will last for a while and will be reflected during the next years, including depending on the efficiency of the post-calamity restoration and reconstruction activities.<\/p>\n

Experts said that the assessment of the damages and losses allows determining the needs of restoration and reconstruction. Thus, they ascertained that, to meet the short-term restoration needs, as much as 393.62 million lei is necessary till late 2010 and 574.29 million lei for medium-term restoration and reconstruction efforts till June 2012. The overall needs for restoration amount to 970.72 million lei (785.52 million dollars).<\/p>\n
