The government approved a decision on the creation of a unit for managing the implementation of a programme for restructuring the enterprises from the vine-growing and wine making sector, the government’s communications and press relations department has said.<\/p>\n

The concerned institution will supervise the implementation of a programme worth 50 million euros, which regards projects on restructuring of enterprises of Moldova’s vine-growing and wine-making sector. The programme is to be carried out with the support of the European Bank for Reconstruction and Development (EBRD).<\/p>\n

Under the concerned programme, concession credits will be given to economic agents to improve the process of producing wine that will be exported to the European market. The programme’s goal is to upgrade the quality of the Moldovan wine production.<\/p>\n

Prime Minister Vlad Filat said that only the economic agents that would like to be restructured and be able to export quality wine to the European Union states could benefit from the concerned money. Respectively, the credits will be given to finance projects on reorganization of enterprises for processing grapes, vine plantation, etc. However, the money could not be used to cover the present loans of the Moldovan enterprises.<\/p>\n

The participants in the meeting also approved amendments to a regulation on the sale and purchase of adjacent lands, approved under a government decision No 1428 from 16 December 2008. The decision is aimed at optimizing the regulations in the concerned field, while taking into account the competences of the institutions in charge in the field of real estate cadastre.<\/p>\n

Vlad Filat asked to consider the situation regarding the adjacent lands at the privatized and state-run enterprises. The prime minister stressed that the efficiency of these lands’ management is equal to zero.<\/p>\n

The government is to hear a report on the administration of these lands, especially the state-owned ones. The report will analyze in detail the activity of the competent people and the contribution to the budget as a result of this activity.<\/p>\n

Vlad Filat also drew attention to the situation in areas as concerns the settling of prices for bread. The prime minister asked the Finance Ministry, Interior Ministry, Centre for Combating Economic Crimes and Corruption and the State Principal Fiscal Inspectorate to make a vast analysis regarding the trade supplement on bread products.<\/p>\n

"Following visits to areas, I ascertained more situations which need our involvement. The trade supplement on bread is regulated by law and should be observed," Vlad Filat said.<\/p>\n

The prime minister pointed to the need to observe the law which regulates the procedure of purchasing insurance policies by patent holders. Vlad Filat instructed the Finance Ministry to cancel a letter by the State Principal Fiscal Inspectorate to area offices, which imposes the area patent holders to pay sums for previous period too.<\/p>\n

In particular, the prime minister referred to the elaboration of a draft law on the 2011 state budget and combating speculations on this topic. Finance Minister Veaceslav Negruta said that the document is being worked out in line with the law on the budgetary process. Under this law, the draft state budget law for 2011 is to be presented to the parliament till 1 October.<\/p>\n

The prime minister asked the Finance Ministry to make a vast analysis on the provision with textbooks, school supplies and everything that is necessary for the pupils from the flood-hit areas. Also, Vlad Filat gave instructions to the same ministry to analyze the situation that appeared in some colleges and universities as regards the students’ accommodation in hostels and organization of the education process.<\/p>\n

At the same time, the government ruled to earmark 1.1 million lei for the nourishment of the 1-4-form pupils of the Moldovan private gymnasiums and lyceums. As many as 1,400 children will additionally benefit from free of charge nourishment. Education Minister Leonid Bujor specified that the cost of a lunch for all the primary-form pupils is 6 lei for one person.<\/p>\n

At the same meeting, the government confirmed the candidacy of Nicolae Chicus to the post of rector of the Chisinau-based State Pedagogical University.
